Research On The Effectiveness Of Rural Public Cultural Service Supply Under The Rural Revitalization Strategy

Party's 19 deployment has made an important policy to implement the strategy of rejuvenating the country,the rural cultural construction on the important position,General Secretary Xi Jinping stressed that "to promote the rural cultural revitalization,strengthening the construction of the rural ideological and moral construction and public culture",which provides the rural cultural construction to follow and highlighted the importance of rural culture.In order to solve the problem that the construction of the rural public cultural service system lags behind,governments at all levels have continuously increased the supply of rural public cultural services and continued to deliver "real money" to the rural areas.Since the implementation of the strategy of rural revitalization,although the government has further increased the input in rural cultural construction,the supply of rural public cultural services has little effect.Y county,located in Jining,the birthplace of Confucian culture,is a backward county in economic development,with slow urbanization,backward infrastructure and rich cultural resources,but the development of rural cultural service system lags behind.Taking Y county as a sample,through questionnaires,field surveys,structured interviews and other methods,the basic theories of supply-side structural reform,service-oriented government theory and new public service theory are used as tools.Taking Y county as a sample,I did the research through the questionnaire survey,field investigation,structured interview,the basic theory of structural reforms to the supply side,a service-oriented government theory,new public service theory as the tool,to find the lack of effectiveness of public cultural services in rural areas of Y country: villagers' cultural demand and supply do not match,the supply of cultural products quality is not high,the role of culture to promote social harmony did not play out,villagers were skeptical of the supply of government culture and indifference.There are both subjective problems of government-led supply subjects and objective problems of villagers themselves,but the backwardness of the concept,form and content of the government's supply of public cultural services to rural areas is the main cause of the problem.So,to improve the efficiency of the government in the aspect of cultural supply,realize from the "control type government" to "service-oriented government",will strengthen the daily management of public cultural services,pay attention to explore local culture resources,improve the cultural quality of the supply of a product or service and efficiency,to fully respect the villagers feeling,pay attention to bring into play the function of cultural enlightenment,education;We need to mobilize the participation of the market and social organizations,and encourage them to produce more high-quality cultural products.It is necessary to improve the system construction,establish the dialogue mechanism between the subject of supply and the object of supply,ensure that villagers can express their needs in time,formulate a more perfect assessment index system,optimize the way of superior inspection,and escort the construction of rural culture.
