Study On The Supply Of Rural Public Culture Service Under The Rural Vitalization Strategy

In the report to the 19 th National Congress of the Communist Party of China first proposed the ”Rural Vitalization Strategy”.Listed it as one of the seven major strategies that need to be implemented so as to complete the construction of a well-to-do society,and put it in the Party Constitution.The rural vitalization strategy is a major innovation in our Party's strategy for agriculture,rural areas and farmers.Rural vitalization is the vitalization of rural civilization.It is related to the country's soft power.We should make culture the productivity,cohesion and driving force of the countryside.It is of great significance to use culture to enhance the quality of life,expand the space for development,lead the progress of civilization,and benefit rural people.The development of rural public cultural service is an important part in rural cultural construction,its significance is mainly reflected in the following four aspects:providing cultural support for rural vitalization,providing a theoretical basis for rural public cultural service,providing guidance for the effective operation of rural cultural service,and enhancing influence.Nenjiang County in Heilongjiang Province is a multi-ethnic underdeveloped region with a large population,this article is intended to explore the situation of public cultural service supply in Nenjiang County,so as to promote the overall level of public service and lay a foundation for the realization of the rural vitalization strategy.The ways proposed by the rural vitalization strategy is used to guide the practice of public cultural service supply in rural areas and guide the scientific development of public cultural construction in Nenjiang County.At the same time,the author puts forward some suggestions to solve the problems existing in practice,and promotes the realization of the final goal in rural vitalization strategy.This paper first summarizes the domestic and foreign studies on the supply of rural public cultural services,then analyzes the impact of rural vitalization strategy on the supply of rural public cultural service,and explain the meanings,characteristics and classification of the concept of rural public cultural service supply.And then,the supply status of rural public cultural service in Nenjiang County was observed.Carry on deep research with the methods are normative analysis combined with empirical analysis,theory combined with practice and so on.The writer thinks that there are many achievements in the supply of rural publiccultural service in Nenjiang County.Which are mainly manifested in three aspects:diversified supply of public cultural services,continuous construction of public cultural projects,and the folk literature and art team has gradually grown.At the same time,the writer thinks that public cultural service are still at a low level.In the supply of rural public cultural service,there are mainly five problems: inadequate supporting facilities for public cultural service,low investment in the provision of public cultural service,insufficient talents for cultural service,monotony of public cultural service activities,and disconnection between supply and demand of public cultural service.The causes of these problems include five main aspects: the cultural construction work has not received enough attention,the mechanism for capital investment is not perfect,the mechanism for the selection and retention of talents is not perfect,and the operating mechanism of public cultural management needs to be adjusted,and the public cultural service needs are not expressed.The writer thinks that under various immature conditions of rural public culture in Nenjiang County,five major aspects of fourteen specific measures could be taken to gradually improve the level of rural public cultural service.Including: strengthen the supply of public cultural service institutions,improve the investment environment for the provision of public cultural funds,improve the ranks of rural public cultural talents,improve public cultural management mechanism,and improve the working methods of public cultural service.If this will create an environment conducive to healthy development of rural public cultural service,and then speed up the pace of rural public cultural service,provide more perfect and effective public cultural products and service for farmers,provide cultural support for the realization of the rural vitalization strategy.
