Rural Public Cultural Services Implemented In Rural Revitalization Strategy Supply Optimization Research

The implementation of the strategy of rural revitalization is a major decision made by the CPC Central Committee from the overall situation of the cause of the Party and the state,focusing on the realization of the goal of "two hundred years" and conforming to the yearning of hundreds of millions of farmers for a better life.Strengthening the construction of rural culture and optimizing the supply of rural public cultural services are the inevitable requirements and proper meanings of implementing the strategy of rural revitalization.In the face of the imbalance in the development level of basic public cultural services in urban and rural areas,how to optimize the supply of rural public cultural services and meet the needs of the vast number of farmers for a better spiritual culture is an important practical problem to be solved in the implementation of the strategy of rural revitalization.Based on the internal relationship mechanism between rural revitalization strategy and rural public cultural service supply,this paper takes the promulgation and implementation of rural revitalization strategy as the research background,takes the current supply of public cultural services in rural areas of M county as the research object,and optimizes the supply of public cultural services in rural areas in the implementation of rural revitalization strategy.Using holistic governance theory and new public service theory as theoretical tools,using case study method,taking M county of Henan province as an example,comprehensively using literature research method,questionnaire and statistical analysis method,interview method,combing out the achievements of M county in rural public cultural service supply in recent years,pointing out the current problems in rural public cultural supply,and analyzing the causes of the problems,and then put forward some countermeasures to optimize the rural public cultural service supply.Based on field investigation and statistical analysis,the author finds that although M county has achieved some results in the supply of public cultural services in recent years,there are still many problems,such as: insufficient supply of cultural facilities,low quality and frequency of supply of cultural products,serious dislocationof supply and demand,unbalanced supply of grass-roots cultural services,and weak strength of grass-roots cultural talents.The main reason is that the current government's effective system and financial supply is insufficient,the one-way supply decision-making mode has drawbacks,the multiple supply main body effective participation is insufficient,the farmer main body status is missing,the cultural brain drain and the fault phenomenon is serious,lacks the effective supply supervision and the appraisal and so on.Based on this,this paper puts forward the path choice of optimizing the supply of rural public cultural services in the implementation process of the strategy of rural revitalization from the perspective of setting up a new concept of supply,insisting on demand orientation,widening the source of funds and optimizing the allocation of resources,insisting on government-led and multi-cooperative supply,using network platform,innovating supply mode,strengthening internal and external supervision and establishing evaluation mechanism,cultivating cultural talents and strengthening talent support.
