Analysis Of The Problems And Countermeasures In The Management System Of Compulsory Isolation And Detoxification Under The Background Of Function Transfer In Yunnan Province

It has been less than 10 years since the Anti-Drug Law of People Republic of China been issued in 2008.During this period of time,the Enforced Isolation Drug treatment Rehabilitation Center has been found through the Work Camps and drug Rehabilitation Centers from all around the country.Meanwhile,experts and scholars of law,medical science,administrative science,and social science have been doing research on enforced isolation drug treatment management system from all aspects.It has been 5 years since Yunnan province,the front line of drug treatment fighting of China,became the first experimental province to hand over completely the enforced isolation drug treatment duty to judiciary authority.During these 5 years,all the Enforced Isolation Drug Rehabilitation Centers have been exploring their own drug treatment way of experience under the back ground of shifting the duty of Work Camp into Enforced Isolation Drug Rehabilitation Center.However,problems of the old rehabilitation system,such as inaccuracy of law definition and right authority,poor performance of drug treatment,human rights violation are still kept being unsolved.These problems are impossible to be resolved only through exploring the new rehabilitation system.There must be necessary efforts from top system design and basic units.This study paper will analyze and explore the way of resolution through the version of public administration science.Meanwhile,this paper reviewed the problems happened during these 5 years,and made design for the way of development of enforced isolation drug rehabilitation system.The newly designed PPP system had been involved the study of domestic real situation,foreign successful experience and recent academic achievement.It is hopeful to provide reference for our country' s development and reform on enforced isolation drug rehabilitation system.
