Study On Government-Purchase Services For Ages Provided By Non-government Organizations

In recent years,in view of the shrinking of family structure and intensifying social competition,the traditional old-age pension patterns such as family pension and institutional pension is facing difficulties such as insufficient space,single service,backward facilities and lack of mechanism.The combination of age background and governance concept of community pension is designed to innovate the pension service system,which has emerged in the exploration and development.At present,the pilot work has been carried out in various parts of our country,building community home endowment as a center of gravity of promoting social endowment service work.These different forms of community-home endowment patterns all adopt the mode of government purchasing service,and the object that government buying are all involving NGOs.As one of the mature cities in purchasing the community-home-care service of NGOs.City P has gained relevant experiences in exploration and development while also faced its own limitations and difficulties.On the basis of this circumstances,this paper taking P city as an example,through the study of relevant policy documents and interview subjects such as the decision makers(government),the target group(NGOs),the beneficiary(ageing population),finds out that in the government purchase NGO community-home-care service operation mode presents the characteristics of government leading,position and project integration,multi-participation and so on.In addition,the research shows that the current purchasing mode of City P is too dominated by the government,lacks competition and low degree of specialization of NGOs,also poor quality of services,the lack of volunteer participation and low plight of the elderly.Therefore,considering the current situation of city P,targeting to improve the working mechanism,standardize the purchase of working procedures,and improve the supervision and evaluation mechanism,the independence and professionalism of NGOs and to stimulate public participation,the paper proposes the countermeasures and suggestions for the government to purchase the home service of NGOs.
