Research On Chifeng Government’s Purchase Of Home-based Elderly Care Services From The Perspective Of Ability-demand

Aging population is an important social problem faced by our country.The report of the 20 th National Congress of the Communist Party of China expounds the development direction of the elderly service from the perspective of "improving the people’s livelihood and improving the quality of life of the people",and calls for promoting the realization of basic elderly care services for all the elderly,and accelerating the construction of a multi-level elderly care service system based on home care.Government purchase of home care services can effectively improve the quality of services.The elderly population in Chifeng city accounts for 21.05% of the total population of the city,and the aging degree of the population is higher than the national average level.As one of the pilot cities for the government to purchase home-based care services,the regional practice is typical and researchable.At present,the pension service lacks rigorous evaluation to the old people themselves and their needs.To explore the needs of the elderly with different daily living abilities for the government to purchase home care services is the research direction to solve the problem of elderly care services,which is conducive to the realization of accurate supply.From the perspective of ability-demand,this paper applies literature analysis,questionnaire survey,quantitative analysis and interview,guided by theoretical basis,in order to explore the differences in the needs of the elderly with different daily living abilities for the government to purchase home-based care services,and to solve the problems existing in practice in Chifeng City.First of all,the current situation of home-based care service purchased by Chifeng City government was summarized,its development situation was understood,and the results were summarized.Secondly,the empirical analysis of the government’s purchase of home care services.Using descriptive statistical analysis and binary Logistic regression analysis and other methods,it is found that the elderly’s daily living ability affects the government’s demand for home-based care services.The elderly with different levels of daily living ability have different service needs.Providing targeted services to the elderly with different levels of daily living ability will help improve the government’s home-based care services.Thirdly,based on the findings and interviews in the empirical analysis,this paper analyzes the problems and causes of the government’s purchase of home care services,including: the matching degree of supply and demand needs to be improved;Government purchases need to be increased;The strength of social organizations is weak;Service quality needs to be improved;Low awareness of policies for the elderly.Finally,in view of the problems and reasons,countermeasures and suggestions are put forward to improve Chifeng government’s purchase of home-based care services: realize accurate supply based on the demand-oriented principle,improve user participation mechanism,attach importance to "ability-demand" assessment,and use "Internet+" to identify individual needs;Establish a multi-channel financing mechanism to increase capital investment;Foster social organizations to undertake home care services,build a good market environment,introduce incentive policies,improve hematopoietic capacity;Improve training and supervision mechanisms;Strengthen the publicity of community policies,clarify the relationship between rights and responsibilities,and improve the way of publicity.To sum up,this paper applies the assessment of the elderly’s daily living ability to the analysis of the demand for home-based care services purchased by the government,which is helpful to achieve accurate supply.Analyzing and solving problems in practice is helpful to improve the services and improve the service level,improve access to elderly care services,so as to meet the needs of elderly.
