On The Improvement Of The Rescue System For Street Children In My Country

With the development of society,especially since the reform and opening up,China's economic system a new change,society is gradually changing,a large number of population from rural to urban,to further increase the gap between the rich and the poor,family problems have become increasingly prominent,the increase in the number of homeless children,rising crime rates,resulting in social problems has attracted more and more attention.Street children are minors,the age stratification and survival ability are at the bottom of the vagrants and beggars,it should be said that they are vulnerable groups of vulnerable groups,the young and the lack of capacity of the group,to protect their rights and interests is very difficult,but it is also very important,can not be ignored.China as a human rights in this country,for decades,with practical action,to participate actively in the protection of homeless children to gradually explore,established the protection system of the primary,has achieved a certain effect.Based on the former research results,the author makes a research and Thinking on the perfection of the relief system for the homeless children in our country.This article is divided into four parts:the first part is an overview of the relief system for the homeless children in our country,Through analyzing the various reasons(such as family,school,social factors)and the theoretical analysis of the relief system of the street children,it is clear that the necessity of the establishment of the relief system for the homeless children in our country.The second part is the status quo of China's legislation of street children relief system and the existing problems,mainly through combing the status quo,street children relief system in our country,summarizes the existing problems of the system,such as policies and regulations system is not perfect,the content is not perfect,the official aid to "cure",the participation of social forces is not enough,lack of power,education custody transfer bottlenecks,which is derived from the need to improve and improve the possibility of.The third part mainly comments on the operation mode of the foreign advanced countries and Hong Kong and Taiwan to the relief system for the homeless children,in order to provide some experience for the improvement of China's relevant system.The fourth part is the relevant countermeasures,including the integration of specific legal system,the establishment of prevention intervention system,promote social participation,establish a new model of linkage to ensure compulsory education rights,perfecting the transfer system of custody,in order to further improve the quality of survival and development of street children.
