Discussion On The System Of International Cooperation Among Governments To Deal With Climate Change

The establishment and improvement of the inter-governmental cooperation system to the climate change can't do without international cooperation energetically.Under direction of UNFCCC and KP and subsidiary legal documents,the global society cooperates with each other within reduction targets and reduction mode and the supporting mechanism.The main research methods used in this paper are historical analysis,documentary analysis,empirical analysis and comparative analysis.The general ideas of this paper are as follows:Firstly,determining the connotation of cooperation system,and then analyzing the historical development of the concept,the subject and the system's running mode,so that the inherent problems may be able to presented,finally providing suggestions to solve the problems with deconstruction method.This paper mainly includes the following four parts.The first chapter,collectively,sets forth the system connotation and constitution and characteristics of the inter-governmental cooperation system to the climate change.The elements of the cooperation system are analysed emphatically.The elements of inter-governmental cooperation system to the climate change include the main body of the system,the platform of the system,the content of the system and the running mode of the system.The second chapter articulates the historical context and the current consensus which can be researched in the inter-governmental cooperation system to the climate change.From the perspective of historical development,the scientific cooperation concept is went through political philosophy to the legal concept;the subjects of cooperation was changed,because the two camps expand into internal differentiation situation;The performance of national commitment which possess the strong binding of"top-down" mode is changed to the weak binding of "bottom-up" mode.From the perspective of the current trend,countries have deepened the consensus of scientific basis and unilateral actions will be enhanced.The“UNFCCC and KP”model has been transformed to adapt to the latest trends.The third chapter puts forward to the existent problems of the cooperation concept and content and running mode in the inter-governmental international cooperation system to the climate change.It points out that there are so many different opinions on the CBDR principle among different countries that they don't eager to fulfill the national obligations.The system content exists some problems which include the ambiguity of the emission reduction targets and emission reduction standards,and it is weaker and weaker of the binding force of cooperation system,and it is lack of mature dispute settlement mechanism.The main problems in running link include forms of negotiation and voting methods which hinder the publishment of substantive results,and the fulfillment of national obligations is far behind to the national commitment.The fourth chapter,from the perspective of solving the problem,illuminates the ideas which can improve the international cooperation system to deal with climate change.Firstly,the concept of cooperation can be improved.The CBDR principle should be emphasized to "different liability",and the running mode of the system should be boosted with the combination of "top down" and "bottom up".Secondly,the content of the system should be improved.The emission reduction targets and emission reduction standards should be normalized,and the monitoring mechanisms and special dispute settlement mechanism should be established.Thirdly,the system's running mode should be ameliorated.The progress in climate negotiations can be marched well when it brings in methods as reciprocal ways in international business negotiation and voting regulars in IMF.In the other hand,increasing the country's benefit if it fulfills the obligations of emission reduction internally can stimulate actions to reduce emissions actively.
