An Analysis Of The Origin And Formation Of The EU's Global Governance Concept

After the Cold War ended,on the one hand,because of the relative decline of Europe's position in the U.S.global strategy,Western European countries' dependence on the U.S.defense was not as strong as during the "Cold War" period.And with the end of the ideological struggle between the U.S.and the Soviet Union,European countries had been able to see their countries'national interest and the overall interest of Europe in a more rational light.On the other hand,since the 1990s,with the acceleration of social mobility,advances in information technology,and frequent emerging of new types of governance issues,the EU's demand for global governance increased dramatically,while the corresponding supply of global governance for EU was quite inadequate.With the consideration of those existing cross-national issues,how the EU proposed its governance idea and conducted global governance practices at the supra-national,regional,and global levels are the causes of this article.Theoretically,this paper selected Neoliberal Institutionalism,International Social Theory,and Constructivist Theory to explain the theoretical background of the origin of EU's global governance idea.Although these three theories have some drawbacks in promoting the EU to form a global governance idea,they still provided supports for the EU's forming of global governance idea,from the perspective of institutionalism,normative force and constructive significance of social interaction.This article seeks to answer how EU member states' global governance idea rose to the overall one of the EU.It is argued that when EU member states participate in global governance,due to the Transfer of Sovereignty,the incentives from the national system and the gradual solution to the problem of Democratic Deficit,although there are conflicts between EU member states and the EU as a whole currently,in the future,out of the consideration of long-term interests and the country's pursuit of fame,the divergence of global governance ideas between member states and the EU as a whole will be further reduced.The last part of this paper has analyzed today's international political environment,and makes the conclusion that the demand for global governance has not changed,and China as a new global governance power has been taking an active part in the cause of global governance in the 21st century,so the current era is still the era of global governance.
