Research On The Governance Problems And Countermeasures Of Dalian Shengli Community

With the deepening of economic and social development and reform,great changes have taken place in the social structure of our country.The pattern of social management has gradually changed from a simplex mode to a pluralistic mode,and the government is no longer the sole subject of social management.Since the 1990 s,China has made some achievements and accumulated some experience in community governance,however problems still exist in both theory and practice.How to improve the urban community governance system,to provide better products and services for the community residents,and to better manifest the role of the community in urban development and governance is an important issue we need to face.Dalian's economic construction has always been in a period of rapid increase in recent years.In the meantime,urban economic and social environment has changed significantly.Considerable achievements have been made in community governance.However,with the unceasing expansion of the city scale,the continuous changes in social structure,and the constant increase in people's needs,the social environment of community governance is becoming more and more complicated.It is of great importance to study and discuss the community governance in Dalian at the current stage.The healthy development of the community is also the source and guarantee of the steady development of the society and the happiness of the citizens' life.This paper makes a comprehensive and systematic analysis of the situation of community governance in Dalian Shengli community.It also puts forward the relevant countermeasures and suggestions.Firstly,it introduces the basic concepts and theoretical basis of community governance,and provides fundamentals to the study of community governance.Secondly,it introduces the current situation and the main characteristics of Dalian Shengli community governance,and analyzes the main problems that this community faces in the process of community governance,including the lack of residents' participation,strong administrative orientation,over-simplified service subject,the lack of professional services and the shortage in funds.This paper also analyzes the causes of the problems,including the influence of traditional system,the lack of conceptual change of governance,the imperfect mechanism of community residents' participation,the lack of community training and incentive mechanism,the deficiency in laws and regulations about community governance system.This paper also summarized the experience of social governance at home and abroad,which will be for the reference of Dalian.Last but not least,based on the comprehensive analysis of Dalian Shengli community,and by learning lessons from the experience of urban community governance at home and abroad,this paper puts forward the corresponding countermeasures,that is,advocating the diversification of community governance subjects,increasing the investment of community governance funds,promoting the standardization of community governance by perfecting laws and regulations and strengthening the construction of community workers.It is hoped that this research can also provide some feasible countermeasures and suggestions for the improvement of urban community governance.
