Research On The Problems And Countermeasures Of Community Governance In Anxi Collective Villages Community Of Xinjin County

Since the 16th National Congress of the Communist Party of China,Chengdu has been approved as a pilot area of comprehensive reform of urban and rural areas.With the rapid growth of urban and rural areas,the income gap between urban and rural areas has been curbed and reduced.Urban and rural community governance has been in the forefront of the country.The report of the 18 th National Congress further points out the importance of the integration of urban and rural development.The report of the 19 th National Congress further proposed the implementation of the strategy of rural revitalization,and the rural development was upgraded from "urban and rural integration" to "urban and rural integration".The difference between urban and rural areas shows three key points: urban and rural areas will be further integrated,urban and rural boundaries will be further blurred,and urban and rural public services will be further equivalent.According to the different stages of development,rural communities can be divided into three stages: scattered village community stage,collective village community stage and collective town community stage.collective community is in the second stage of rural community and the first stage of centralized living.It is faced with both the development problem of geographical location in rural areas and the governance problem of transforming communities.At present,the collective village community is a "transition" way of rural community development.In the long run,thecommunity of collective village,scattered village and collective town may become a "direction" of community development.Based on the development of Chengdu market village community,Anxi community is typical and representative.Anxi collective villages community has not completed the "village to community" project.It is the only community with four streets and three town centers in Xinjin County that has not been officially listed.It is the community in the transition stage of centralized resettlement in Anxi town.This paper summarizes the research literature at home and abroad,and introduces the concept and characteristics of collective community.Through the way of questionnaire survey to collect and sort out the data,interview some residents and staff in Anxi community,analyze and sort out the current situation of the community,and understand the residents' satisfaction with the governance.Furthermore,it points out the problems in the governance of Anxi community,and analyzes the causes of the problems.From different perspectives,this paper puts forward corresponding countermeasures for the governance of Anxi community.To provide experience for the development and transition of rural communities.Finally,the conclusion is drawn that the collective village community should reduce the differences between urban and rural communities on the basis of maintaining the characteristics of rural communities,break the constraints of personnel and funds,dynamic planning in the stage of centralized resettlement,improve the infrastructure in stages,provide public service products in stages,mobilize the enthusiasm of residents and floating personnel to autonomy,so as to ensure the smooth transition of collective village community to the next stage.At the same time,we should constantly adjust the governance measures according to the development level and local situation,so as to achieve the best effect.
