Research On The Socialized Placement Of Chinese Military Cadres

The paper is aimed to explore a resettlement mode to adapt to the new era(the social resettlement ways)from the angle of the resettlement way of system innovation,and in the historical period of socialism into the new era background.At present,the"interim measures",which is the bases of our country,is still placing the demobilized cadres work as a political task,with a strong planning characteristic.The inability of receiving appropriate demobilized cadres for Unit of choose and employ persons,the heavy exceed all burden,the high psychological expectations of demobilized cadres,and the dissatisfaction with the result of the settlement,all caused the irreconcilable contradiction.Therefore,it has very important practical significance to solve the problems:improve the efficiency of the placement of the demobilized cadres,fundamentally reverse current placement,help make the demobilized and resettlement work for economic and social development,give full play to the ability of the demobilized cadres talent rather than be hampered.This paper discusses the domestic and foreign resettlement measures and successful experience.It puts forward malpractices of our current resettlement measures,including resettlement plan problems,Independent career selection,inadequate preparation for resettlement plan,the narrow channels of resettlement,demobilized cadres lack of thinking and understanding,and the problem of resettlement does not conform to the market economy practice.It also presents conditions of small proportion of self employment in personnel placement,loose access policy,and little effect of social training etc.Through in-depth analysis of the problems,the article solved the question of why to carry out the reform.This paper describes the cause of and the significance the topic selection,which is reviewed the placement of the demobilized cadres abroad.Secondly,the paper parsing the concept of the demobilized cadres placement and puts forward the concept of social placement and its structural elements.Thirdly,the paper discusses the evolution of the demobilized cadres resettlement way and the defects of current demobilized cadres resettlement way,combining the reality of Nanjing as an example.Finally,this paper analyze the feasibility of the relevant measures for socialization,and put forward the concrete reform from the following six aspects:safeguards of legal guarantee,organizational structure,training,social security,social publicity and funds safeguard.To construct China characteristics of the resettlement reform measures,to provide protection for the national long period of stability.
