| This paper focuses on the resettlement mode of demobilized military cadres,and takes the resettlement work of Shenzhen as the research object.This paper expounds the current situation of resettlement work in Shenzhen,and puts forward some problems,and uses the theoretical tools of public management,including the theory of public burden equality and human resource theory,to find out more suitable for the current resettlement of Shenzhen and national military cadres new ideas.The whole paper is divided into five chapters.The first chapter is the introduction,including the background of the topic,the research method and so on.Under the influence of the troop size structure and the strength of the reform and the implementation of the reform of 300,000 troops,there will be a large number of military cadres to work in the local area,and the resettlement of military cadres is an important part of stabilizing the morale.This paper is based on this background.In the public management of the theoretical tools under the support of the use of comparative analysis,interviews,questionnaires and other means of research;The second chapter is the military cadre resettlement mode evolution process in Shenzhen.Mainly summarized the history of the resettlement of cadres,sub-national and Shenzhen two levels.The evolution course of the resettlement mode of the military transfer of cadres in China is divided into three stages,namely,the stage of establishment and development,the stage of intermittent and recovery,the stage of improvement and innovation.The evolution course of the resettlement mode of the cadres in Shenzhen is divided into two periods,namely,the initial development period and improving the innovation period.In addition,this chapter introduces the existing mode and implementation process of the resettlement mode and the implementation process of the existing planning and self-employment of Shenzhen.The third chapter analyzes the current situation and reasons of the resettlement of cadres in Shenzhen.By examining the documents,questionnaires and interviews,we find that there are four problems in the resettlement of military cadres in Shenzhen: Firstly,there are tendencies in the process of resettlement of military cadres;Secondly,the existing resettlement policy and local system reform are contradictions;Thirdly,the resettlement direction and the allocation of military resources to optimize have the contradiction;Fourth,the resettlement situation and the job shift is expected to gap,and for the discovery of contradictions,given the conclusions of the analysis;The fourth chapter describes the foreign countries,experience and the enlightenment to our country,involving the three developed and developing countries of the United States,Russia and India.The fifth chapter,according to the problems reflected in the resettlement work of Shenzhen’s demobilized cadres,method to optimize the resettlement mode of resettlers.Including the five aspects of the proposed content: The first,the establishment of military resettlement of the legal protection system;The second is to improve the organizational structure of Shenzhen resettlement security;The third is to enhance the resettlement of cadres in Shenzhen City,military training mechanism;The fourth focus on improving the system of independent career choice;The fifth is based on the characteristics of the various districts of Shenzhen having a differentiated placement. |
