Research On Collaborative Governance Of Public Crisis

"Public crisis" is a sudden occurrence of a public event,the public life,work,and even life threat to the state,with public,sudden,threatening,uncertainty,dangers,diffuse and other characteristics.Public crisis collaborative governance refers to the government,non-governmental organizations,enterprises,individual citizens and other social factors involved in cooperation,to take a series of control actions,with a view to effectively prevent,deal with and eliminate public crisis,and ultimately to maximize the maintenance and promotion The purpose of the public interest.At present,countries attach great importance to the collaborative governance of public crisis.Therefore,in the event of a public crisis,how to establish a sound emergency response mechanism,co-ordinate the role of various types of crisis response,improve the ability of the government to become China's governments at all levels must pay attention to the subject.Based on the theoretical analysis of public crisis and cooperative governance,this paper chooses the famous oil crisis events in Mexico,such as the oil spill in Mexico,the Miyagi Prefecture earthquake in northeastern Japan,the leakage events in China and the debris flow in China.This paper analyzes the mechanism of public crisis coordination governance from four aspects:the main structure of coordination governance,coordination of duties and responsibilities,organization and coordination,information communication and so on,and examines the shortcomings and problems of public crisis coordination governance in our country at present.This paper argues that in the main body of public crisis coordination governance,the government should assume the role of chief planner and commander,and can effectively mobilize and coordinate the other other subjects to participate in crisis management in an orderly manner and play synergies.At present,To participate in the crisis awareness and ability to be strengthened;in the allocation of powers and responsibilities,should establish a system of laws and regulations,clear the rights and responsibilities of all parties,give full play to the enthusiasm of the parties,but the current co-governance between the main responsibility,It is necessary to construct the social participation mechanism of public crisis management in terms of organizational coordination.However,there are still some phenomena of social participation mechanism in our country,and even serious in some places.In the aspect of information communication,we should form an instant and shared information exchange and publishing platform.At present,the communication and communication mechanism of public crisis management information has not yet standardized.In order to solve these problems and shortcomings,this paper puts forward the countermeasures to improve the mechanism of public crisis coordination.First,improve the system level policy,including perfecting the relevant laws and regulations,constructing the organization of collaborative governance,perfecting the system of governance and perfecting the relevant resources Three aspects of the system operation,including improving the organization and leadership ability,strengthening the construction of the public crisis team in two aspects;four,the four aspects of the system,including the development of two aspects;the second is the cultural aspects of the countermeasures,including strengthening the concept of collaborative governance,the construction of administrative ecological culture and other two aspects;Is the public opinion to guide countermeasures,including network legislation,media guidance two aspects.
