Since Nineties of the 20th century, the world has faced a variety of major disasters, which has caused significant damage to people's lives and property and brought people's attention to the concept of the crisis. Currently China is in economic and social transition, the conflict has become increasingly prominent in all aspects, resources, environmental, social and psychological problems become increasingly exposed, the frequency of crisis events showing a rising trend, therefore, we must make public crisis management in order to achieve rapid economic development and social progress.Public crisis management is affected by many factors. The governance structure is an essential factor. The governance structure of public crisis management is about the participation and relationship of the subjects of public crisis management, guiding us to think about changing the unilateral governance model of crisis management and establishing the multilateral governance model in which the many subjects interact and cooperate frequently.The unilateral model has been to take in public crisis management in China in the past, this model considers that the government is supposed to be natural, organized crisis management center in the crisis, the government has absolute authority. However, in the unpredictable and complicated modern society, especially in the public crisis scenarios, the traditional unilateral governance is difficult to adapt to the times. With the advent of risk society, development of civil society, government failure in public crisis management and lack of participation of multiple subjects, we have gradually established the multilateral governance model of public crisis management, which advocates the cooperation of the various subjects. The multilateral governance model of public crisis management is a big step forward of the practice of public. It stresses the participation of the various subjects, personal status and the multi-dimensional cooperation. However, the model of governance is also encountered a dilemma in its development.View of the multilateral governance mode of governance in practice is encountered difficulties; we propose the construction of cooperative networks of multiple subjects, which is not a new model, but a perfect path to hope that the multilateral governance mode of governance can achieve qualitative development based on its advantages and disadvantages. On the base of distinguishing the roles of the subjects, we can resolve conflicts of multiple subjects by deliberative democracy and seek the way of realizing the relationship of multiple subjects.The article, which uses literature review, case analysis and comparative analysis, starts to talk about this issue from introducing the governance of public crisis management namely the relationship between multiple subjects, has strong relevance and practical significance. By carding different sorts of governance model of public crisis management in our country, we know their respective content, features, development and defect. The article changes the traditional mode of essay writing, to take analyzing the problems by carding the two governance model to explain this issue. Through introducing the two governance models described, the article propose to build the cooperation networks of multiple subjects and expect to offer advice and suggestions to improve our ability to response the crisis.We are confident that the partnership can be established between the government and other subjects, such as non-governmental organizations, citizens, enterprises, news media, which establishes equality development, dialogue, consultation, friendly cooperation and mutual use of other'resources. We can ultimately deal with public crises and realize the goal of protecting people's life and property.
