The Research & Analysis Of Present Government's Responsibilities In The Process Of Managing Public-Crisis In China

Economically, politically and socially, China is undergoing a transitional period in which all kinds of social conflicts and public crisis occur. But the present public management systems are too far from being complete to cope with all kinds of occurrences. As the symbol of public right, Government should take the responsibility to update ideas and adjust the resources at all levels to set up a modern management with Chinese characteristics. How to improve the Crisis-management policies as well as raise the competence of Government Crisis-management is a big project in front of us now. Especially, at this time of building harmonious society, enhancing the society-manage function of government is the urging problem to solve. This paper aims to analyse the social reasons for public crisis, and sum up the contents and levels of Government responsibility in the process of public crisis-management. Further more, the essay points out the countermeasures of government facing the crisis, and highlight the importance of the Government responsibilities during the research.
