Research On The Political-school Cooperation In The Construction Of Urban Culture

When fulfilling the responsibilities of public administration,the government gradually realized that the colleges and universities play an important role in the public management of urban cultural construction and it is wise to choose an cooperation between government and colleges which can not only guide the colleges and universities to enhance its social management functions,but promote the construction of urban culture and urban cultural taste as well.Under the context of the new period,the basic functions of colleges and universities have gradually inclined towards knowledge innovation and cultural inheritance,which is of great positive significance to the development of the field of high intellectual labor.The Cooperation between government and colleges means that colleges and universities establish an efficient linkage cooperation platform on the cultural heritage,personnel training,project development,policy advice,achievements and other aspects,with its interests and development of education business ensured,promoting the level of teaching research and development of our city at the same time.This cooperation is not only the internal requirement for the development of colleges and the government to perfect their functions,but also the objective demand of social and economic development under the guidance of national policies.The implement of the cooperation between government and colleges can effectively make up for the deficiencies and defects in the function of social public administration and form a win-win situation.In this paper,on the basis of functional theory of government and colleges,the author set forth the cooperation cases on Xi'an Academy of Fine Arts cooperating with the government of Ankang,Xi 'an and other cities and pointed out the problems existing in the cooperation on the construction of urban culture,just like the problem of concept differences,the problem of culture guidance,the problem of cooperation levels,and also the author pointed out the reasons:insufficient understanding of this cooperation,imperfection system of this cooperation,loose relationship of this cooperation,and outflow of talent etc.Based on this,we should manage to establish an interactive path of cooperation to create an open exchange mechanism and an integration mechanism of colleges culture,and to strengthen the links between city groups and colleges,the author put forward strengthening the relationship of this cooperation from the perspective on the cultural administration and enterprise management,and proposed a conception on the urban cultural construction from the angle of cultural anthropology.This paper opens up a new topic of urban cultural construction,proposing a new path to enhance urban cultural construction,and provides rich suggestions and measures for the improvement of urban culture in China from the view of government and the local colleges and universities.
