Since 1990s,consultative governance,which is an important governance in consultative democracy and a new governance of participation,has become a new form of public governance.Consultative governance not only includes consultation and the spirit of dialogue in consultative democracy,but stresses the authenticity of democracy and the effectiveness of policies.On public affairs management,citizens participate in setting public policies through free and equal dialogue,discussion and debate of certain negotiation program.Consultative governance pursues citizens'rational participation as its theoretical base.In addition,consultative governance is based on basic democratic value,and is a kind of "dialogue governance" participated by the public.Because of historical,reality and other factors,there remains some occupation problems about long time span,serious social contradictions and wide spread along the coast of Nanjing section of Yangtze River,which are called"historical occupation".With the original governance model,facing the dilemma of water department's difficult enforcement,local government's negative actions and parties' strong resistance,managerial department is sick about tackling historical occupation problems.Fortunately,consultative governance provides a new way to these problems.This article takes consultative governance theory as an analysis tool;historical occupation problems along Nanjing section,research object,and combines them with foreign and other places studies on historical occupation.It starts from the eight basic factors of consultative governance to analyze the dilemmas and their reasons,and try to work out relevant solutions through this breakthrough.
