Research On The Qualifications Of Administrative Law Enforcement Entities In Guizhou Province

The administrative law enforcement involves the people's vital interests and it is one of the most important contents and links of the government's legal construction.Through many years ' practice,our country basically formed the law enforcement system which has the basis,the behavior has the norm,the power has the restriction,the process has the supervision,the illegal has investigated the administrative law enforcement institution system.With the rapid development of economy and society,the increasing awareness of the people's rule of law,the increasing concern for law enforcement,and the increasing demand for safeguarding their own legitimate interests,which puts forward new and higher requirements for administrative law enforcement work.At present,the administration by law is no longer a dispensable slogan,it is not only the inevitable choice of China's economic and social development,is the inevitable request of the whole society to the government,is also an important symbol of modern political civilization.We must face up to this new situation and demand,strictly standardize the administrative law enforcement action,and provide good law enforcement guarantee for improving the quality,efficiency and level of administration by law.In order to standardize administrative law enforcement behavior and ensure the legality of its operation,we should take the qualification of administrative law enforcement as prerequisite.At present,in the process of administrative law enforcement in Guizhou Province,the problem of the legal qualification of administrative law enforcement still exists,which hinders the construction of the rule of law government to some extent.Therefore,the author thinks that it is particularly important to study the qualification of administrative law enforcement,and to make sure that the administrative law enforcement organization is the carrier of administrative power operation.This paper firstly discusses the related theories of administrative subject,and then analyzes the data obtained from the fishery administration station of Guiyang "two lakes and one reservoir" and the investigation in the legal office of Guizhou Provincial Government to discuss the current Guizhou Province administrative law enforcement subject qualifications of what shortcomings,finally,through the analysis of research materials,explore the relevant suggestions to improve the subject qualification of Guizhou administrative law enforcement.The first part is an introduction,focusing on the original and practical significance of the topic,research status and research ideas and methods.The second part is the text,a total of four chapters,research content: The first chapter expounds the relevant concepts of administrative subject qualification from the theoretical point of view,and introduces the establishment and development process of our country's administrative law enforcement subject qualification system The information obtained from the field investigation conducted by the fishery station;The third chapter analyzes the problems existing in the system of administrative law enforcement in Guizhou Province;the fourth chapter puts forward some suggestions on perfecting the relevant system of administrative law enforcement in Guizhou province.The third part is the conclusion,summing up the article,which is the full text of the summary and sublimation.It once again clarifies and improves the administrative law enforcement subject qualification related system to the construction of the rule of law government and then realizes the importance of the state of the law.
