Empirical Research And Countermeasures On The Realization Of The Think Tank Function Of Local Party Schools

In January 2015,the two offices of the Central Committee issued the Opinions on Strengthening the Construction of New Types of Think Tanks with Chinese Specialitie s,and the Party School ushered in a good period of progress.As the main position for training party and government cadres,the party school naturally has the dual attributes of politic s and academics,and it actually embodies the functions of the think tank's policy of reaching and passing public opinion.Therefore,it is of great significance to explore the construct io n of the think tank of the party school for the whole society.This article mainly analyzes the theoretical tools of think tank research and the conceptual attributes of local party school think tanks,and analyzes the unique advantages of party school think tanks from the advantages of discipline,student advantages,structura l advantages,and intervening advantages.While analyzing the advantages,the paper analyzed the development status of local party and school think tanks,and found that there were problems such as unbalanced construction of system think tanks,weak position in various kinds of think tanks,and weak advisory function.Some examples and experiences of local party schools are given,and some specific municipal and county party schools are analyzed quantitatively.On the basis of summing up the advantages and identifying the problems,the paper analyzes the external factors from two dimensions : external factors,including demand support for decision-making,participation support,and financial support.The internal factors mainly include the cognition and orientation of the party school to its own functions,the accurate grasp of the demand for decision-making,and the role of research talents.Finally,the author puts forward some countermeasures on how to improve the functions of local party and school think tanks from the aspects of deepening the consciousness of government,giving play to unique advantages,focusing on talent training,strengthening links with other think tanks,and giving play to system advantages.The innovation of this article is to use the theory of ideological market and decision-making circles to analyze the think tank of the party school,to compare the relevant cases and data,and to compare the methods of horizontal and vertical comparison.
