Research On Risk Prevention And Control Of Local Government Quality Supervision Law Enforcement

With th e development of social and economy in China,the quality of all kinds of products improves in the whole,but there are many problems,quality and technical supervision and enforcement work is facing increasing risk.To ensure product quality and safety,to combat product quality violations,to protect the legitimate rights and interests of consumers,quality supervision and law enforcement is a major responsibility.Improve the level of administrative law enforcement,enhance the ability of law enforcement,while reducing the risk of law enforcement,to avoid damage to behavior of the government image,which is a problem that is taken by the local government quality supervision law enforcement departments.In this paper,the risk literature of quality control law enforcement in chine and abroad were studied,combing the scholars on the law enforcement risk and prevention system construction point of view,put forward the law enforcement irregular is lead to reconsideration,litigation,law enforcement is lead to dereliction of duty,Monitoring the internal risk of damage is the key.This paper points out the necessity of risk prevention and control of quality supervision and law enforcement in view of the development of quality control law enforcement risk,the strict accountability and the social impact.I work in the quality control law line for many years,I have a deep experience for the importance of law enforcement and the risks.Especially in the near future,in the new situation of China's economic restructuring and government reform,it is particularly important to maintain the good character of the government,Through the analysis of the present situation and problems of the risk prevention and control of the administrative law enforcement in Qingdao,it confirms the achievements in the prevention and control of the law enforcement work,points out that the lack of internal compensation mechanism,the law enforcement procedure is not completely standardized,Lack of communication with the outside,uncivilized law enforcement led to damage to the quality of the image and other issues still exist.The paper draws on the experience of the Department of quality supervision and control of law enforcement risk in many places in China for many years.By discussing the mechanism of risk prevention and control under the new situation,the paper constructs the internal risk prevention and control model of quality supervision and control department,and puts forward 11 measures and methods which are targeted and maneuverable,such as improving internal risk control approval and supervision,strengthening external linkage,using Internet +,case tracking,and issuing authoritative information.To provide reference for the selection of risk prevention and control model of quality monitoring system.
