Research On The Risk Prevention And Control Measures Of Police Anti-drug Law Enforcement

Police anti-drug law enforcement is a key link in drug control,but in the context of the increasing trend of various types of law enforcement risks,the law enforcement risks which are implicit in the police anti-drug law enforcement have gradually emerged.The escalation of the game between the subject and object of police anti-drug law enforcement continues to impact the effectivenesses of law enforcement activities.The casualties of law enforcement personnels continue to appear,and the difficulty of police anti-drug law enforcement is increasing.At the same time,the changes from the "experienced" anti-drug law enforcement concept to the "modern" anti-drug law enforcement concept have not yet been completed.In the process of law enforcement,violations of the lawful rights and interests of law enforcement objects and laws have also occurred.The anti-drug law enforcement risks continue to emerge and evolve,and it is particularly important to do a good job in the prevention and control of police anti-drug law enforcement risks.This article is divided into six parts.The first part is an introduction,which mainly introduces the questions and research significances,research statuses,research plans and research methods.The second part is an overview of police anti-drug law enforcement risks.This article introduce "field theory" to analyze the related concepts,and through literature analysis,case analysis and other methods,we describes the compositions,classifications,realistic appearances and characteristics of police anti-drug law enforcement risks.The third part is the reality and challenges of police anti-drug law enforcement risks in China,It is found that the risks of police anti-drug law enforcement are mainly reflected in the aspects of occupational safety,violation of laws and secondary losses caused by law enforcement behaviors.Meanwhile,the risks of police anti-drug law enforcement bring great challenges to the current work.The fourth part mainly explores the causes of police anti-drug law enforcement risks,including three aspects: police anti-drug law enforcement concepts,police anti-drug law enforcement legal systems,andpolice anti-drug law enforcement fields.The fifth part draws on the experience of law enforcement risk prevention and control at abroad.This article summarizes the law enforcement risk prevention measures of different law enforcement departments at abroad by comparative study.It is found that the law enforcement risk prevention and control mode of "risk(Management)culture embeddedness + technical framework construction +cooperation of entity departments" has gradually formed.The sixth part are the countermeasures of risk prevention and control of police anti-drug law enforcement,we could put forward prevention and control measures from the following aspects: to transform the police anti-drug law enforcement concepts;to improve the police anti-drug law enforcement legal systems;to innovate the police anti-drug law enforcement systems;to strengthen the basic tasks of anti-drug police drug law enforcement.
