With the development of globalization,the popularity of network technologies,and the growing influence of the public in political life,the traditional diplomacy led by the government can no longer meet the needs of the development of the international situation.Public diplomacy,as a supplementary way to traditional diplomacy,is increasingly valued by countries.The United States is a country that attaches special importance to public diplomacy.In particular,after the "9·11" terrorist attacks,the U.S.government has profoundly rethought about "why the world hates the United States".At the same time,American attached greater importance to the role of public diplomacy in foreign policy and took public diplomacy as an important strategy for reshaping American national image.Nearly 20 years after "9·11" terrorist attacks,the United States has made many efforts to develop public diplomacy in the Middle East in order to improve its national image,increased investment in public diplomacy,integrated and added many departments dedicated to public diplomacy,trying to improve the perception of the United States in the Middle East through public diplomacy.From the George W.Bush administration to the Obama administration to the Trump administration,public diplomacy has become an important tool for the United States' diplomacy and has become an important part of the U.S.foreign policy that cannot be ignored.This article is based on absorbing and drawing on the existing research results of the academic community,and examines the evolution of the United States' public diplomacy in the Middle East since the beginning of the 21 st century,using realism,idealism,and soft power and so on.And this article reveals the logical connotation of the United States' Middle East public diplomacy,analyzes the characteristics of the United States' Middle East public diplomacy,and strives to make an objective assessment of its effectiveness.The U.S.public diplomacy in the Middle East after the "9·11" incident was typical and it has more important research value.Whether theoretical or practical,it has provided experience and lessons for China's public diplomacy.Therefore,research on this topic will help promote the development of public diplomacy in our country.
