Common Security: Research On The Security Paradigm Under Construction

The anarchy of the international community has put the country in a dangerous situation,and the country has to make unremitting efforts for its own power and security.As a result,how to overcome the security dilemma has become the focus of international security research.Different academic schools also put forward different solutions,which mainly formed three security paradigms of realism,liberalism and constructivism.However,with the in-depth development of globalization and the constant changes of the international political structure,the international community has increasingly become a "you are me,and I am you" destiny community.At the same time,the international security situation has undergone profound changes,traditional security threats and non-traditional security threats are intertwined,and the global problems which threaten the security has become increasingly prominent.Against this background,three traditional security paradigms expose obvious limitations.The realistic security paradigm has fundamentally eliminated the possibility of seeking common security among countries and safeguarding world peace for a long time.Its advocacy of the theory of balance of power will only lead the country into a Hobbesian "enemy" cultural model of "everyone being the enemy".The liberal security paradigm places too much emphasis on the dependence on common international norms and codes of conduct and other external constraints,and its security mechanism lacks stability and long-term.The security paradigm of constructivism pays too much attention to the importance of ideas and neglects or weakens the influence of material forces.The common security paradigm is a new security paradigm which is in the process of construction.It is produced under the background that the international community is becoming a community of destiny day by day.The reason why it is a security paradigm in the construction is that this paradigm has a more systematic core concept,but in the security implementation mechanism a complete system of institutional arrangements has not yet formed.With the construction of human destiny community,it will be gradually perfected and develop into a new security paradigm through the practice of international security.The consciousness of human destiny is the basis of the common security paradigm.Under the guidance of this thought,the core concept of the common security paradigm has three main aspects: first,a new concept of global governance,which emphasizes mutual trust and interaction and the formation of common conceptsand the dialectical unity relationship between the shaping of global security and national security.The second is the new concept ofnational interests,which emphasizes the close relationship between security and development,and the important role of win-win in the common security between countries.The third is a new security system,which emphasizes the dialectical unity relationship among common security,comprehensive security and cooperative security.Although the common security mechanism is still under construction,it is a distinct security mechanism with diverse,multi-level and multilateral characteristics.It realizes the mechanism transformation from zero-sum game to non-zero-sum game for the security mechanism.This makes it sharply different from the traditional security community mechanism.Because the common security mechanism is still in the process of construction and has not yet formed a complete system,it is difficult to conduct systematic and complete the description for the common security mechanism.However,in the actual practice of international relations,there are some more mature specific forms of implementation which are consistent with the common security mechanism in the construction.These forms of realization are consistent with this security mechanism in terms of the conditions for promoting development,the view of material interests and the role of great powers,and the CICA is the representative of this realization form.China has played an important role in the construction of ideology and security mechanism in CICA,which has promoted the formation and development of CICA as a security mechanism.
