Under the trend of globalization, the world has gradually become a whole. Many neighboring countries and regions are now more closely related. In these areas, there are ways to increase the frequency of exchanges through the formulation of policies. There are more mutual benefits through accelerating the pace of trade, and more to increase mutual understanding through the “soft” way of culture.Cultural power is becoming more and more important in today's society. The formulation of the “Belt and Road” policy has also enabled us to see the need for deeper understanding and understanding of the surrounding areas.Trans-border ethnic groups have become a very important link in this process. However, the research on Trans-border ethnic groups is still at a relatively shallow stage. The brief introduction and some unique customs and habits are mainly introduced, and their attention is not high enough, and the research is not deep enough. This paper uses qualitative research methods, participates in observation and interviews as the main research method, and studies a group of Trans-border ethnic groups living in Hulunbeier,China, the Buryat Mongolian, through its historical memory. The analysis of refactoring phenomena explores how their national memory changes. Therefore,in the future research on related ethnic groups, there can be more rich experience;and there are more effective means in the process of understanding and understanding the Trans-border ethnic groups.
