Maintaining political stability and governing ethnic issues is a pair of symbiotic political relations,It is a major issue that must be faced by any multi-ethnic country in today's world. The essential attributes of the nation and the state are different, national communities based on natural ethnicity are relatively stable and will not immediately undergo qualitative changes because of regional migration or nationality changes, however, the state will always experience political turmoil and even division due to various factors. The state pays attention to the rationality of political colors, and the nation pays more attention to the cultural susceptibility. The cross-border ethnic groups is a group of ethnic groups living in different countries but belonging to the same people in the traditional sense, they continue to maintain the same ethnic group elements through historical changes, and the ethnic settlement and activities are separated by the national political boundaries in the region,it is the overlapping of national category and national category as a human community. The same trans boundary nation has found the commonality in culture, history, tradition and language, but it has become confused in the cognition of the citizenship of different countries.Although the members of cross-border ethnic groups have acquired the ability to appeal for rights and social relations through citizenship, their national identity will always be impacted by nationalism. Therefore,it is generally believed that the friction between national centripetal force and national cohesion is the deep root of the cross-border ethnic groups problem. This kind of identity interlacing is a product of historical and realistic politics, with its natural side, and also influenced by the external conditions of ethnic scale, power structure, ethnic relations, development gap, leadership attitude and international situation. The deepening of globalization means frequent contacts between multiple ideologies, often resulting from assimilation or alienation, and manifested in specific behaviors. The differences between national identity and national identity of cross-border ethnic groups are typical.Although the cold war and the third wave of nationalism have been receded, the trend of globalization and integration has not eliminated the problem of cross-border ethnic groups. On the contrary, some improper integration has intensified the ethnic contradiction, and the international mobility of cross-border ethnic groups has made the difficulty of national work in the traditional sense increased.Globalization also provides conditions for different nationalities,or the divided same nation,to experience and compare world cultures, including different political systems, social life, ideology, which makes people's identity level suffer from shocks and tests, and has the risk of reconstruction. The problem of cross-border ethnic groups involves a series of important principles, such as citizen and state, national identity and national identity, national and national community, nation and state, state and state, among them, identity is the basic problem. And political stability is the core of national security, and it is dependent on the problem of cross-border ethnic groups on the key nodes. The uneven development of cross-border ethnic groups in multi-ethnic countries is a normal state, and it is also a fundamental problem for cross-border ethnic problems to be solved thoroughly. In order to pursue the needs of survival and development, the cross-border ethnic groups members participate in the acquisition of political rights actively or passively, and it is unavoidable to break through the rules of order in real life. The political life of cross-border ethnic groups also has the characteristics of internal and external linkage and obvious spillover effect. From a global perspective, the more typical cross-border ethnic groups issues include the Asian Tamil problem of Sri Lanka, the British Northern Ireland problem, the American Mexico problem, and so on.In most regional conflicts, there are cross-border ethnic groups, and international hot and difficult issues are related to cross-border ethnic groups. The cross-border ethnic areas will always be concerned by the forces of all parties and become a venue for their contention. The negative effects are not only in the traditional security areas such as territorial disputes and ethnic separatists, there are also areas of non-traditional security, such as terrorism and transnational crimes, which have greatly disturbed the political stability of all countries. The cross-border ethnic relations are not only a problem of national relations, but also an important influence on relations between countries. It is part of international relations.,the problem of cross-border ethnic minorities will make complex international relations more complex,it's a big trouble for any country.China has a vast territory and a large number of neighboring countrie, most of the ethnic minorities have the nature of cross-border ethnic groups. The problems of cross-border ethnic groups in China are mainly as follows:the infiltration of nationalism in the border areas, the deluding of the cross boundary ethnic masses, the interlacing of cross-border ethnic issues and religious problems, the unbalance of cross-border ethnic development and the bad radiation of the ethnic problems in the surrounding countries and so on,they all end up having problems at the identity level.Doing a good job of national unity and political stability is the fundamental principle of the Communist Party of China. The problem of cross-border ethnic minorities has a realistic and potential threat to the political stability of our country. It is necessary to treat cross-border ethnic affairs carefully and to minimize the emergence, spread and deterioration of the problem of cross-border ethnic minorities. To solve the problem of cross-border ethnic groups is not only conducive to national unity and stability, but also helps to promote friendly exchanges among countries, form a harmonious situation of regional and international, and improve the image and prestige of the country. No matter whether our country or other countries have successful experiences or lessons of failure in dealing with the problem of cross-border ethnic minorities,we need to compare and draw lessons from them to improve national work and promote political stability. The main thread of this article is divided into three parts, including introduction, text and conclusion. The introduction part mainly discusses the significance of the thesis, the literature review at home and abroad, the research ideas and methods, and the key and difficult points of the research. It is the grasp of the overall structure of the paper and the basis for the development of the paper. The main part is composed of six chapters. The first chapter is the definition and theoretical basis of the related concepts. In this chapter, first of all, about how to define the political stability are discussed in this paper, traces the roots of political stability theory, combing the domestic and foreign scholars for the understanding of political stability, and mainly by Samuel Huntington's academic point of view the types of political stability are summarized.Thirdly,it interprets the definition of cross-border nationalities, which is the object of this paper.By comparing different definitions of cross-border nationalities by scholars,it summarizes the characteristics of cross-border nationalities, and classifies cross-border nationalities according to the proportion of population according to the habits of academic circles. At the same time,it carries out a more detailed connotation analysis, introduces the main academic viewpoints on the relationship between the two. Finally,it summarizes the other basic theories involved in this paper, and clarifies the practical significance of this study. The second chapter is the theoretical model of the relationship between cross-border ethnic identity differences and political stability. This chapter is the central part of this article.Firstly,it makes a rational analysis of cross-border ethnic issues. From the relationship between ethnic issues and political stability, ethnic issues and cross-border ethnic issues,it deduces the endogenous relationship between cross-border ethnic issues and political stability, and analyses the causes of cross-border ethnic issues. It shows its essence, that is,identity difference.Secondly,it analyses the internal relationship between the two core concepts of this paper.First,it expounds the realistic manifestations of political instability, including the negative consequences of questioning the legitimacy of the regime, the crisis of national identity, the conflict between social groups, the limited channels of political participation, and the inequity of government policies. The internal relationship between the topic and the influencing factors of political stability, which include the degree of institutionalization of political system, the degree of social and economic development, the degree of accumulation of political culture, the influence ability of government authority and the degree of civil liberty within an orderly framework,is also discussed. Then, the ways in which cross-border ethnic groups influence political stability are discussed. For both domestic and international dimensions, some practical cases of negative impact of cross-border ethnic identity on political stability are listed.Thirdly,it is part of the theoretical model of this paper.First,it defines the national structure of cross-border ethnic groups. Then,it makes a reasonable definition of the core concept of identity difference and traces its origin. After sorting out the logical relationship between identity and political stability,it makes a rational variable assumption and holds that the core concept of this paper is identity difference. As a dependent variable, the political situation of multi-ethnic countries is mainly determined by the dual independent variables: ethnic structure and identity differences, and appropriate reasoning is carried out. Finally, the critical value of identity differences is discussed.Chapters ?,? and ? are case studies of cross-border ethnic identity differences. These three chapters are empirical studies under the application of this theory.According to the different states of the cross-border ethnic identity differences set by the theoretical model, they correspond to the cross-border ethnic-level phenomena respectively:the gradual separation of identity differences-the identity crisis of Mexican Americans;the opposition of identity differences-the Religious Contradiction and territorial ownership between the English and Northern Irish, and the policy loss of Sri Lanka. The sharp ethnic contradiction between Sinhalese and Tamils caused by misleading;overlapping status of identity differences-Bulgarian national reconciliation and high national identity of Korean people in Yanbian,China.Through theoretical application, the ethnic structure, the source of identity differences and the situation of political stability in these cases are studied and judged respectively, and the similarities and differences of the nature of their problems are also analyzed, hoping to be able to prove the theory.Chapter ? is about the study of the differences in cross-border ethnic identity.Firstly, the applicability and internal mechanism of the theory of identity difference are briefly reviewed and reviewed. After all, there is no perfect theory, which needs to be pondered over and over again. Then, from the perspective of political stability, this paper puts forward some suggestions on the governance of cross-border ethnic identity, mainly in the fields of political system, national consciousness, resource allocation and diplomacy, and also proposes some reference strategies for the governance of cross-border ethnic identity in China. The conclusion part summarizes the views of this thesis, and emphasizes the significance of the research, the research predicament and the prospect of the research, and hopes that the national work in our country is becoming more and more intensive and more successful.
