Look At The Development Of The Rural Collective Construction Land System From The Land Ticket System

Along with the country’s economic development and social progress,urbanization is an inevitable result and important product.Urbanization has developed along with the integration of towns and villages,and the demand for construction land is also on the rise.How to make rational use of land resources is a very thorny problem facing China at the present stage.In order to protect arable land,China has been very strict in the management of construction land,especially in the process of rural collective construction land transfer.Since the reform and opening up,after many reforms,China’s current legal system,although the rural land contract operation,mortgage and transfer rights have been opened,but the transfer of rural collective construction land is still a lot of restrictions.At the present stage,the land system adopted by our country is to convert the collective land into state-owned land first and then transfer the land to others.This single method has been unable to keep up with the land demand of urban development.The current situation is a large number of rural collective construction land transfer,the lack of policy support and legal protection.This paper organically combines relevant cases of agricultural land transfer over the years,among which chongqing municipality,which has a great influence on agricultural land transfer,is the main research content of this paper.This paper analyzes the Land quota system in chongqing and the indirect transfer of rural collective construction land.Although this model reflects a very rich practice,but in the overall scope has not been promoted.Now way of collective land reform experiments,it is the transfer of the right to use construction land,the purpose of the experiment,is for the sake of the collective land in the future up to develop the corresponding planning process,in the study of the circulation system,must take the existing circulation patterns as a basis,on this basis,to consider the future development direction of collective land.From the perspective of the author,the direct transfer of the right to use collective construction land is more in line with the law of development and reflects a future trend.
