In recent years,the modernization of science and technology in Shanghai's political and legal organs has become increasingly important.As the foundation and core elements of the construction,the construction of talent team has been paid more and more attention.But at present,Shanghai's political and legal organs are facing difficulties in recruiting scientific and technological talents,lack of enthusiasm in their work and high turnover rate.Incentive mechanism has always been considered as one of the magic weapons for improving work performance and improving personnel management system.Shanghai's political and legal organs have also implemented many effective incentive systems in recent years,such as increasing allowances,special recruitment policies,etc.,but the effect of solving the problems in the construction of scientific and technological talents is not significant.At the national level,the classification of civil servants has been explored,but there is no definite provision and no implementation.In order to clarify the reasons why the incentive effect is not obvious,so as to improve the incentive mechanism of civil servants in Shanghai political and legal organs,stimulate the endogenous motivation of scientific and technological talents,and enhance the level of scientific and technological modernization of political and legal organs.Based on the systematic incentive theory and health care theory in incentive theory,this paper combs the current incentive mechanism implementation,implementation effect and existing problems,and analyzes the reasons through literature,questionnaire,comparative study and other methods.At the same time,according to the system incentive theory applied in this paper,the author tries to find out the individual needs of scientific and technological personnel in Shanghai's political and legal organs and the requirements and characteristics of the modernization of political and legal science and technology,combines the "working characteristics and individual characteristics" and draws lessons from the effective common experience of foreign government scientific research institutions,puts forward a sound incentive guarantee system,and upgrades it.The countermeasures and suggestions are as follows: to guarantee the strength,to classify and parallel the appointment system and the appointment system,to establish the multi-assessment mechanism and the multi-promotion mechanism,to strengthen the ideological construction,to establish the professional identity and honor sense,and to drive the running-in of scientific and technological personnel and the organ culture.
