Under the background of shared knowledge economy era,with the accelerating process of economic globalization,resource sharing has become the only way for all countries to seek development.Nowadays,the competition between countries and regions is essentially transformed into the competition for development resources.As the power source to improve the level of innovation,science and technology talent is regarded as the first resource of economic and social development,which has undoubtedly become the focus of competition among countries.Therefore,in the process of scientific and technological talent development,what kind of incentive behavior will be taken by the government,the internal operating mechanization of the government incentive mechanism,and what excitation mechanism should be constructed to ensure the success of scientific and technological talent development have become the urgent issues to be studied in depth at present.The study designs out the research framework of government incentive mechanism of the scientific and technical talent development in Guizhou province through quoting the theoretical contents such as the human capital development theory,government behaviour theory,incentive theory and so on.Firstly,the study adopts the method to combine the questionnaire investigation and policy text analysis to undertake the carding and analysis on the anomie surface features of the development and incentive present situation of scientific and technical talents in Guizhou province and the government incentive mechanism.Then,the study combines the theory to discuss the anomie causes of the government incentive mechanism of scientific and technical talents in Guizhou province from the three aspects including the logical relations between the government incentive behaviour and the development of scientific and technical talents,the effectiveness of the government to encourage the development of scientific and technical talents,the differentiation of the development of regional scientific and technical talents,and the dimension of incentive mechanism.Finally,the study puts forward the optimization route of the government incentive mechanism of the development of scientific and technical talents in Guizhou province aimed at providing the new thinking for the less-developed regions represented by Guizhou province to continuously and effectively launch the development work of scientific and technical talents.For that reason,the study takes the government excitation mechanism of scientific and technological talents development in Guizhou province as the analysis object,and collects abundant research materials by using the methods of investigation,policy text analysis and literature study,which provides a solid argument for the smooth development of the research.The study found that the current government excitation mechanism of scientific and technological talent development in Guizhou Province exists the following abnormal characteristics,including imperfect incentive system,single incentive means,unreasonable allocation of scientific and technological personnel,and unfair incentive results.Based on the analysis of the abnormal representation of the governmental incentive mechanism for the scientific and technological talents development in Guizhou Province,this study proposes to evade and optimize the current anomie mechanism from the aspects of the governmental incentive system for the scientific and technological talents development,the key links of the scientific and technological talents development,the fairness of the incentive results,the incentive means and so on.At length,according to the conclusions of the study,the shortcomings of this study and the possible research directions in the later period are summarized.
