Research On The Problems And Improvement Of The Safety Management Of Prisons In Shanghai

In recent years,the high crime rate has led to continuous rise in the number of prisoners and in the complicity of prisoners' background.Various kinds of cases appeared and affected the safety of prison places,such as police attacking and prison break.Facing this new situation,new requirements,and new environment of law enforcement,the organization of prisons should no longer be traditional and fixed.In the meantime,requirements for prison place security are gradually increasing in daily operation of prisons.Also the Ministry of Justice has increased the importance of prison security.Therefore,it is urgent to investigate current situation of safety management,and come out a feasible improvement plan,for Shanghai prison places.In Shanghai,the Place Warning Department,in Shanghai Prison Administration Bureau,is responsible of prison safety in Shanghai.Relying on the "Prison Bureau Command Center,Prison Command Center,Monitoring Area Control Platform,Site Control Point",it supervises daily safety command,and handles emergency(called "place vigilance" in Shanghai prison).As department construction goes on,many issues appears,such as "more duties,less power,difficult coordination;more people,more things,difficult management".In addition,there are 15 prisons in Shanghai,each has a different situation.So it is difficult to achieve the original construction goal of "standardized,intensive and efficient".In order to better realize the original goal of safety management in prison places in Shanghai,and to ensure the safety and stability of prisons,this paper investigates the current situation of safety management of Shanghai prisons,finds out the problems and fixes them.This paper takes the safety management of Shanghai prisons as the research object,illustrates the development and current situation of the safety management of Shanghai prisons,using the methods of literature research and investigation.It introduces the core theme(place alert),organizational structure,police force allocation,material allocation etc.This paper analyzes current exposed problems and draws a conclusion of unreasonable department organization,duties beyond boundary,not enough motivation,not enough power,and not enough ability.In advance,it diggers out the deeper reason by analyzing and summarizing the organization regulation,organization construction and construction of materials information.Also,this paper investigates overseas experience and proposes improvement ways using comparison method.To address the exposed problems,this paper applies the three dimensions of Hall Model to the actual situation of safety management in Shanghai prisons: reconstructing the seven stages of safety management in prison places,based on logic dimension,to improve management logic;going through the seven processes of safety management in prison places based on time dimension to improve the safety of prison places;exploring the skills of safety management in prison places,based on the knowledge dimension,to call attentions to the professional development of place vigilance.
