Thoughts On Accelerating The Construction Of The Rule Of Law In Yongchuan District, Chongqing City

In our country,accelerating the construction of the rule of law at the grass-roots level is the basic means and inevitable choice to implement the basic strategy of "ruling the country by law".The rule of law is the common goal pursued by the masses.In the process of building a well-off society in an all-round way,we must do all we can to do the basic work at the grass-roots level,let the rule of law take root in all grass-roots organizations,make public power run under the sun and accept public supervision,so that the broad masses of the people become the subject of the practice of the rule of law.In recent years,the process of building the rule of law at the grass-roots level in China has been accelerated significantly.Especially since the 18 th National Congress of the Communist Party of China,the new effect and development achieved in local area based on the rule of law construction has laid a solid foundation for promoting the rule of law in an all-round way.However,we should also face the fact that there are some problems in the process of promoting the rule of law at the grass-roots level,such as inappropriateness and inconsistency,which exist in the new requirements of the central government and the new expectations.Therefore,it is urgent to pay more attention to and narrow the gaps so as to continuously improve and enhance the level and ability of the rule of law at the grass-roots level.In this paper,it was firstly reviewed the theoretical basis of the construction of the rule of law at the grass-roots level,and then Yongchuan District of Chongqing City was chosen as an example to summarize and analyze the practices,achievements and existing problems in the process of the construction of the rule of law at the grass-roots level.At the same time,in order to expand the knowledge and boundary,books,literatures and articles related to the construction of the rule of law at the grass-roots level were cited in this paper.In view of the problems and difficulties reflected in the process of the construction of the rule of law in Yongchuan District of Chongqing City,it was proposed in this paper that five countermeasures and suggestions for speeding up the construction of the rule of law in Yongchuan,namely,1).Promoting the administration according to law,speeding up the construction of the government under the rule of law,2).Ensuring legal justice,constantly improving the credibility of the judiciary;3).Focus on strengthening the supervision of power,putting the power into the cage of policy;4).Cultivating the concept of the rule of law for the whole people,promoting the construction of the rule of law society;5).Effectively strengthening the leadership of the party,providing a strong organizational guarantee for the rule of law at the grass-roots level.During this study,in order to make up for the shortcomings of the professional knowledge,the relevant documents,data and relevant theoretical literature of the construction of the rule of law in Chongqing and Yongchuan were referenced and studied.However,in view of the limited level of knowledge and ability,the article analysis is not comprehensive,the countermeasures and suggestions still need to be further improved.The construction of grass-roots rule of law is a long-term dynamic process,and the requirements of scientific legislation,strict law enforcement,fair judicature and law-abiding by the whole people will be more and more standardized.It needs a continuous attention to the construction of Yongchuan rule of law,and then more perfect countermeasures could be proposed.
