Research On Grassroots Party Building Under The Background Of Comprehensive Administration Of The Country According To Law

Party's grass-roots organizations play a crucial role in the process of carrying out every work by the party,For years,various localities and departments attach great importance to the grass-roots party building work.They persist in focusing on the grass-roots level,and have explored a series of practical experience and doings that can stand the test of history and practice.Although they have achieved remarkable success on the whole,there are still many problems.It is not difficult to find that from the perspective of different angles involved by grass-roots party organizations,the tasks and problems are quite different for the organizations in different social environments.Fourth Plenary Session of the 18th CPC Central Committee adopted "CPC Central Committee's decision of a number of major issues on ruling the country comprehensively by law",which makes a new request on grass-roots party building and is of great significance to solve the problems existed in grass-roots party building.This paper mainly consists of four parts,the first part elaborates the reason and the significance of the topic,summarize the research literature at home and abroad from the perspective of party building,rule of law and the realtionship between party buliding and rule of law,clarify the research method and innovations,so as to lay a solid foundation for the research.The second part mainly follows the development of rule of law in order to clarify the requirements of the rule of law on grass-roots party building.The third part focuses on grass-roots party organizations.By using classification analysis,starting from fields of rural areas,communities,institutions and the "two new" carding and refining of many issues under different situations and summarizing common factors,the author analyzes the connotation of the construction of grass-roots party organizations and dissect the existing problems of grass-roots party building.In the fourth part,drawing inspiration from thought of law ruling,the author finds out the specific method to solve problems in grass-roots party building,clarifies the key point to promote comprehensive administration of the country according to law,and verifies these theories by some practice of promoting law-based party building and innovation of grass-roots party building carried out by some areas.Both theory and practice have proved that integrating the spirit of law ruling in the process of grass-roots party building and working with thought and method of law ruling is a improvement and sublimation of grass-roots party building work and a challenge for each grass-roots party workers.It has significant meanings to solve the current and even the future issues of grass-roots party.Meanwhile,comprehensively promoting the rule of law,whether it is the basic work based on plane or the key work based on point,are mainly at the grass-root level.The grass-roots party organizations,as the most extensive and powerful force scattered in the grassroots is bound to play a crucial rule in the process of ruling the country comprehensively by law.
