At present,the measures of administering the country according to law have been listed in the sequence of the national constitution.Building a socialist country ruled by law in an all-round way is the main task of the Party and the country at present.The propaganda and education of the rule of law is a long-term and arduous task.At present,the propaganda and education work of the rule of law at the grass-roots level is not carried forward enough,the environment of the rule of law is not good,the formalism is serious,the propaganda work of the rule of law in rural areas,communities and enterprises has blind spots,and the mechanisms need to be further improved and implemented,and the theory of investigation and study is Depth is not enough.Undoubtedly,there are some areas that can be further improved in the actual work of law popularization.To make up for these shortcomings reasonably can effectively improve the effect of propaganda and education of the rule of law,which has realistic and long-term significance for further promoting the rule of law.This paper introduces and analyzes the theory,connotation and characteristics of the propaganda and education of the rule of law in detail.From the micro perspective,using the theory of new public management,governance theory and other theoretical basis,it elaborates the problems and causes of the propaganda and education of the rule of law in Donghai County.Through comprehensive analysis and research,it is concluded that there are many problems in the publicity and education of the rule of law,such as single implementation subject,insufficient targeted audience,monotonous traditional methods,and lack of evaluation mechanism.By looking for problems,analyzing the causes,combining with the advanced practices of law-based propaganda and education at home and abroad,the paper finally comes to the optimization strategy of law-based propaganda and education:strengthening the social management function,constructing a multi-subject participation platform;giving full consideration to the diversity of the audience of law-based propaganda and education,paying attention to teaching according to their aptitude;innovating the law-based propaganda and education Educational methods should improve the quality of publicity and education on the rule of law,increase government investment and improve the guarantee mechanism of publicity and education on the rule of law.
