The process of the political development in the world brings us intoan era of party politics which already become universal phenomenon inpolitical world. Party civilization is the main content of politicalcivilization, while party development is the key of political development.Party building is the internal requirements of party development;meanwhile, it is the main power of advancing party civilization andrealizing modernization of party politics.Since the foundation of Chinese Communist Party, it emphasized its partybuilding. During more than90years after CCP’s foundation, it hasaccumulated much experience in party building about what kind of partyshould we pursuit and how to build it. The scientific level on partybuilding needs to improve furthermore in face of new situation andtask,especially the organizations at the grass-roots level; they are thebasis of all the party’s work and strength. They will encounter many newcontradictions and problems, so the organizations at the grass-rootslevel need to be changed and innovated furthermore. They also need toexplore all ways to perfect the party work in order to improve thescientific level of party building.The paper focus on analyzing new contradictions and problems in theorganizations at the grass-roots level. It also emphasizes the reason,performance and influence of these problems. At the same time, the paper pointsout that new problems and contradictions in the organizations at thegrass-roots level. These problems and contradictions severely restrictthe scientific level of the party building in the organizations at thegrass-roots level. To research it scientifically and analyze it correctlyare the premise of improving the scientific level of party work at thegrass-roots level.Fourthly, to solve the problems and contradictions the grass-roots meetwith, the paper provides some advice about improving the scientific levelat the grass-roots level.
