At the same time of rapid economic and social development,the aging phenomenon of China's population is increasingly obvious and has entered the aging society.City T,located in the middle and lower reaches of the Yangtze river,has already entered the ranks of aging cities.The aging degree of population is relatively serious and it is the third city with the highest aging degree in Jiangsu province.Aging of the population,the empty nest of T city endowment enterprise development face serious challenges,to effectively solve the problem of the elderly endowment,in recent years,T city actively formulated issued the implementation opinion on accelerating the development of pension services,implementation opinions on comprehensively advancing medical raise the integration development of notice,"about in the city's endowment institutions to carry out the" fire safety standards in "" notification" food safety and hygiene standards in activities,such as policy documents,and to promote the healthy development of the endowment and pension agency.Great achievements have been made in the construction and management of old-age care institutions.The construction of hardware and software of old-age care institutions has been greatly improved,and the number of beds in old-age care institutions has increased rapidly.By the end of 2017,the number of beds in old-age care institutions has reached the level of 38 beds per thousand old people.But in pension agency planning lag behind,lack of the funds safeguard mechanism,imperfect social organizations,and industry standard system is imperfect,and lack of management talent,informationization level low reason,T city endowment institutions in management are widespread legal policy basis,inadequate service oriented government regulation,industry association management failed,self management level is relatively low,making low pension agency service level and ability,pension institutions occupancy rate is low,beds vacant situation is serious,the construction and management of endowment institutions still cannot meet the demand of the diversification of the elderly pension.This paper takes 147 old-age care institutions in T city as the object to carry out investigation and research.On the basis of consulting domestic and foreign experts and scholars' literatures on the management of old-age care institutions,it investigates the distribution of old-age care institutions in T city,the situation of residents and employees,internal management system and service quality level.This paper studies and analyzes the main problems and causes existing in T city pension institutions at the present stage,and puts forward corresponding countermeasures and Suggestions in combination with public goods theory,welfare pluralism theory and cooperative governance theory.This paper argues that to strengthen the management of pension institutions in T city,the government,industrial organizations and pension institutions themselves need to implement policies comprehensively and make joint efforts.The first is to position the government function and strengthen the macro-control,supervision and management of old-age care institutions.The government should pay attention to overall planning,reasonable layout of regional pension center;We should make clear the proportion of contributions and increase financial input into old-age care institutions.We should formulate service standards and supervise pension institutions according to their categories.We will introduce preferential policies to encourage private investment in old-age care institutions.The second is to cultivate social organizations and strengthen industry supervision and self-discipline.We should establish and improve social organizations for old-age care institutions at the municipal and district levels.To formulate industry standards and carry out rating,star rating and excellent evaluation activities;To organize professional training,training management and service personnel;Industrial cooperation should be carried out to promote integrated development of medical and nursing care.Third,improve the internal system and improve the management and service level of pension institutions.Pension institutions should improve the staff management system;To improve the financial management system;Pay attention to safety and risk prevention and control;To establish an information management system.Only through multi-party cooperation and comprehensive management can the practical problems existing in T city pension institutions be effectively solved and the overall level of the management of pension institutions in the city be improved.
