The United Nations indicates that when the population over the age of60reaches to10%of the total population or the population over the age of65reaches to7%in a country orregion, it is called aging of population. Many developed countries in the world entered intoaging society one after another. Nowadays aging of population is gradually becoming a globalissue in both developed and developing countries, the development of economy and progressof society is all impacted by aging of populatio n to different extent. Since1999,China hasentered into aging society. Till the end of2011,the population over age of60all over thecountry has reached to185million, accounting for13.7%of the national population. Theaging of China shows the trend of accelerating growth while senior citizens, the elderlyincapable of taking care of themselves and the empty nesters compose a large group. Chineseaging population comes under undeveloped economy or relatively weak economic basis.Meanwhile, Chinese aging of population is characterized by such distinct features as largepopulation base,fast aging speed and regional imbalances and so on.Accompanied of an increase of the degree of population aging, pension problems of theelderly people in China have become increasingly prominent in the traditional concept ofsecurity system and changes in family structure. Accelerated economic development andpopulation movements promote the process of urbanization, the life and work of the people isno longer subject to geographical constraints, family size and the emergence of "4-2-1" family,pension pressure gradually increased family pension mode gradually broken. “The views of speeding up the development of endowment services” indicates that it willsupport the development of ageing care, hospice services, support to set up elder care,medicalinstitutions with the nature of hospice care, encourage medical institutions to develop elderlycare and hospice services. According to actual situation,the agencies which carry out elderlycare, hospice services shall be given to policy support. However,because of the late start ofaging care,elderly health care system is far from perfect. It has not yet established a scientificand comprehensive pension service system. Our system of pension service is facing a doubledilemma both in policy and fact. To solve these problems, the author collected relevantinformation by interview, literature review and other methods and carried out investigation andanalysis in the context of Nanjing’s actual situation and population aging on the conflictbetween the elderly demand for old-age services and the insufficient establishment of theservice instruction for the elderly in China, and thereby proposes a view that strengthening theestablishment of the service instruction for the elderly is a necessary requirement in responseto population aging and currently an important task pressing the government, later byanalyzing the social, economic, knowledge, policy and other factors that result in theestablishment of the service instruction for the elderly, explores and puts forwardcountermeasures on how to accelerate the development of the ser vice instruction for theelderly in China.
