With the development of communication technology and computer technology,the application of big data is gradually becoming an important part of people's life.With the development of big data products,the construction of smart city has become a hot topic.The construction of smart city needs to build a government cloud computing platform that can realize government affairs information,so as to improve the efficiency of government affairs,guarantee the security of people's information and property,and greatly improve the reliability and security performance of government affairs system.At the same time,the government cloud computing platform also has the goal of improving the IT utilization rate,reducing the difficulty of operation and maintenance,reducing the cost of operation and maintenance,ensuring the rapid response of the business,saving energy,reducing emissions and protecting the environment,and achieving the goal of driving the business development through independent innovation at the same time.At present,various government departments often adopt common WEB services,mainly providing OA office and other functions.The platform architecture does not have the smooth extension function and the service support is single,which cannot meet the current development needs.Moreover,the construction and development of the department are not balanced.Different departments have different levels of understanding on the application of e-government,different demand intensities,and different capital investment.As a result,there is a big gap in the overall application level,and a unified construction standard cannot be formed.At the same time,because the development of e-government cloud platform in China has just begun,in the primary stage.The problems of scattered and repeated construction are still outstanding.Existing systems are interconnected and it is difficult to share information.Especially in the next few years,with the rapid growth of the application demand of e-government,it is urgent to solve the problem of resource integration mechanism,avoid repetitive construction,and improve the utilization rate of resources.In order to solve the above problems,we need a set of standardized and perfect government cloud computing platform construction scheme.This paper studies the planning and construction scheme of the government cloud computing platform.Starting from four aspects of infrastructure service,cloud computing service,operation and maintenance management platform service and security guarantee service,this paper discusses the construction of government cloud computing platform.We will build a new generation of cloud data centers that are "first-class in China,gather and intensive,and are green and low-carbon",form a complete and functional guarantee system,and finally build a smart system that covers the whole city and serves the whole people.We will promote the transformation of the government into a service-oriented government,raise the level of administrative services,and meet the growing needs of the general public for government services.
