Research On The Current Situation And Design Of Qingdao's Letters And Visits Channel Construction

Currently, our country is at high tide of developing, with a lot of contradictions reflected by the channels of letters and visits. In the new time, handling letters and visits is not only the window of experiencing and observing public feelings and the situation of the people, the important channel of heeding people's comments, satisfying people,and best serving people, but also the significant approach of realizing people's democratic rights and promoting the social democratic course, the bridge of enhancing the close relationship of the Party and the people. Therefore, It's significant for protecting the immediate interests of the people and improving social harmony and stability to analyze the status of Qingdao's channels of letters and visits, and to contrast the practice of keeping free-flowing channels for letter-writers and visitors at home and abroad.Regulations on Letters and Visits is effective as of May 1, 2005. As is required by 'a party is built for the public interests and exercises governance for the people', Qingdao Bureau for Letters and Calls, always putting people first, seeking truth from facts, reforming and innovating, conscientiously performs it's function of serving the people and the social,opens the gate for letter-writers and visitors, expands the channels of the people's rights to be heard, institutes and improves step by step the equal and mutual trusting relationship of communication and serving with people, guarantees the people's rights to be informed, to participate, to be heard, and to oversee, strives to create a favorable situation in which government serves efficiently, people express sufficiently what they need,appeals are solved constantly and the social grass roots are stable. At the same time, there're some problems, deficiency and weakness in the course of expanding the channels of letters and visits,which is caused by either objective or subjective factors, either the work of the people's governments at all levels and the departments or letter-writers and visitors, and which should be traited conscientiously, energetically coped with, improved and developed constantly.According to 'We will properly handle contradictions among the people, improve the system for handling complaints in the form of letters and visits from the public, and strengthen the mechanism for safeguarding the rights and interests of the people in which the Party and the government play the leading role' which is put forward in the Report to the Seventeenth National Congress of the Communist Party of China, this thesis discussed how to improve the channels for letter-writers and visitors, and put forward a design which is guided by the advanced concepts, depended on the information systems, guaranteed by the specified mechanism, emphasized on dealing according to law, premised on preventing, based on the work of grass roots, throgh analyzing literature and data,comparing, applying the theory to the practice and inductively analyzing, so as to bestead our Country's letters and visits channel construction and give better play to the basic role of building a harmonious socialist society.
