Empirical Research On Civilized Urban Management Law Enforcement

At present,there are still some uncivilized problems in the process of administrative law enforcement of urban management,especially in the process of law enforcement of urban management on itinerant vendors,which are particularly prominent.These problems seriously affect the image of urban management administrative law enforcement personnel,which is not conducive to the development and construction of the urban management law enforcement team itself.These uncivilized phenomena are highlighted in the problems of violent law enforcement of urban management law enforcement personnel against itinerant vendors,non-standard law enforcement of law enforcement personnel,and law enforcement inaction.In order to solve the above problems,resolve the contradiction between urban management law enforcement personnel and itinerant vendors,and build a good and orderly urban management relationship.This paper will aim at these uncivilized problems in the process of urban management law enforcement,from the perspective of theory and practice,put forward some solutions and methods,so as to provide a reference for urban management civilized law enforcement,improve the effectiveness of law enforcement.From the perspective of civilized law enforcement,this paper points out the typical uncivilized problems existing in the process of urban management officers' law enforcement against itinerant vendors,analyzes the causes of these problems,and proposes some solutions and countermeasures.The research method of this paper is mainly empirical case analysis,which extracts prominent problems in urban management law enforcement based on practical cases of urban management law enforcement,and proposes targeted solutions and countermeasures combined with urban management administrative law enforcement theory,so as to effectively improve the level of urban management civilized law enforcement.The innovation of this paper is that on the premise of discussing the basic content of civilized law enforcement through innovation,it not only systematically analyzes the uncivilized problems and their causes in the process of urban management law enforcement,but also systematically and comprehensively studies how urban management law enforcement solves these problems and proposes a series of countermeasures.This paper consists of five parts:The first part is urban management law enforcement case analysis.Through the analysis of cases of urban management law enforcement,it is concluded that the current situation of violent law enforcement,brutal law enforcement,then in order to resolve this dilemma,it is proposed that urban management law enforcement needs to improve the way of law enforcement,the implementation of civilized law enforcement;The second part is an overview of the civilized law enforcement of urban management.Firstly,the concepts of urban management law enforcement and civilized law enforcement are discussed,and then the content of civilized law enforcement of urban management is proposed,including law enforcement,standard law enforcement,polite law enforcement,law enforcement and education,law enforcement and service combined.The third part is to point out the uncivilized problem in urban management law enforcement.The author collected some law enforcement cases of urban management on itinerant vendors in recent years,and extracted typical problems in the process of law enforcement from the perspectives of itinerant vendors and urban management.On this basis,the author analyzed the causes of these problems.The fourth part introduces the excellent management experience of some street vendors in foreign countries and Hong Kong.The author selects four countries and regions,namely the United States,South Korea,Singapore and Hong Kong,and points out the reference significance of their practices for civilized law enforcement of urban management in China.The fifth part is the systematic implementation of urban management civilized law enforcement countermeasures.Based on the above problems and cause analysis,the author puts forward a series of solutions and countermeasures,including:establishing the correct concept of urban management law enforcement,the development of the national "urban management law",innovation of urban management law enforcement methods,reasonable dredging of floating vendors,improving the supervision mechanism of urban management law enforcement and so on.
