Research On The Countermeasures Of The Reform Of Urban Management And Law Enforcement System In Lian Yungang City

Lian Yungang has gradually established urban management law enforcement system since 2003.With the accelerated process of urban development, the public's demand for urban management level is higher and higher. The shortcomings of the existing urban management law enforcement system is gradually revealed, and the contradiction of urban management is becoming more and more obvious. It is necessary to reform the current situation and establish a set of standardized and efficient system.Firstly, this paper summarizes the relevant theories of urban management comprehensive administrative law enforcement, analyzes the concept of urban management comprehensive administrative law enforcement,and expounds the connotation and elements of the comprehensive administrative law enforcement system of urban management. Then it describes the current situation of the comprehensive administrative law enforcement system of urban management in urban areas of Lianyungang city, and then analyzes the existing problems. It is pointed out that there are five problems, which are lack of function orientation, lack of law enforcement protection,lack of linkage of management and punishment, lack of law enforcement power and conflict of law enforcement. Then the reasons are analyzed. The main problem is the rapid development of the local security policy, law enforcement center is too concentrated,urbanization caused by law enforcement and law enforcement personnel, a quality to be improved. Finally, the countermeasures and suggestions are put forward to deepen the reform of urban management and law enforcement system in Lian Yungang, The main countermeasures are to strengthen the protection of law enforcement system, reform the mode of law enforcement system, strengthen the construction of law enforcement team,and establish the mechanism of law enforcement cooperation.
