Research On The Executive Power Of The Public Policy Of The Township Government

As a grassroots government in the vast rural areas of China,the township government directly faces tens of thousands of farmers.The functions of the township government involve all the activities of managing the political economy and social affairs of the township,which is the basis for the operation of the administrative system of the whole country.The country's various rural policies and tasks must be implemented through the township-level government.It is the output terminal of the national will in the rural society.The implementation of public policy of township governments is an important part of the work of township governments.Enhancing the implementation of the public policy of township governments is conducive to strengthening the close ties between the party and the government and the people,and is conducive to improving the credibility of township governments and helping to maintain and realize the fundamental interests of the people.This paper is divided into three chapters.The first chapter is conceptual explanation and theoretical basis.Based on the definition of township government,executive power and other related concepts,the theoretical basis of the implementation of public policy of township government is explained.This mainly includes collective action theory,principal-agent theory and system theory.The second chapter is the description of the status and the reasons for its formation.Taking Helen City as an example,it focuses on the problems existing in the implementation of public policy of township governments in China,and analyzes the reasons for its formation.The third chapter is the path discussion.It proposes four aspects: strengthening the training of administrative staff of township governments,strengthening the construction of relevant systems of township governments,coordinating the relationship between various interests,and strengthening the cultural construction of public policies of townshipgovernments.The countermeasures for improving the enforcement power of public policies of township governments in China are put forward.
