Study On The Township Government Executive Ability In The Policy-implementation

Policy execution is the key link of public policy life cycle and it eventually have important influence on the policy effect. Township government is the most grassroots government of our nation, and it is the direct executor to implement central and local policies. The executive ability of township government is related to interests of farmers, development of agriculture and stability of rural areas. At present, our township government plays a very important role in the new rural construction. Still there are some problems in township government executive ability, some of them are inadequate, and they influence the effective implementation of policies. The government executive ability is the key element of effective implementation of policies.So, the topic of how to strengthen the study of township government executive ability and how to explore ways of township government executive ability become urgent important topic.This paper adopts two kinds of research methods, literature research and theory combined practice research. This paper relies on two theories to study the township government executive ability, including the Entrust-Agent theory and the street bureaucratic theory. The first one provides basis for the problems of township government in the policy-implementation and provides theoretical guidance for improving policy execution system of township government. The second one provides theoretical inspiration for explaining the policy failure phenomenon of township government. Firstly, this paper makes theory analysis of township government executive ability, the specificity of township government organization and executive ability, and the measurement standard of township government executive ability in the policy-implementation. Secondly, this paper makes reality investigate of township government executive ability, which comments the urgency of increasing policy executive ability, the effect factors of township government executive ability in the policy-implementation, and the actual state and problem of township government executive ability. Thirdly, based on the perspective of organization science, the paper focuses on the reasons for lack of township government executive ability. Finally, the paper proposes countermeasure analysis of increasing township government executive ability, and they are all surrounding the reasons above, including organizational structures and systems, organizational resources, organizational members, organizational culture and the allocation of interests among organizations.
