The situation of the town government's policy enforcement implies whether the national policies can be effectively executed and even is related to the farmers' interests, the agricultural development and the stability of the rural areas. However, for various reasons, some problems still exist in the course of the real policy enforcement by the town's government in the current stage. It will be quite meaningful under the current social context for consummating the policy enforcement of the town's government if some improvement measures are raised based on the field researches.This thesis is composed of four parts: The 1^st part defines the connotation of the researches and their current status. The 2^nd part studies the characters of the town government from the perspectives of law, system, organization and resource and analyzes the features of the current town government's policy enforcement and further defines its position in the system of the whole policy enforcement. The 3^rd part mainly points out the unexposure, the strange phenomenon of 'Big gesture but little result'and the simpleness of the enforcement methods. On this basis, it explains why such problems exist. For example: the deviation and the conflict of policy targets, the conservativeness of the policy enforcement objects, low quality of the town government's policy enforcement staff, the insufficiency of the town government's financial resources, the undermining of the town government's authority, the increasing difficulty of the combination of the interests between the rural areas and the incompleteness of the policy enforcement monitoring system. The 4^th part focuses on the measures aiming at the above-mentioned problems and the reasons. For instance, improve the quality and activeness of the policy enforcement staff by the personnel system training and reforms; increase the financial transfer from the higher-level financial department; reasonably allocate the functions between the county and the town; reinforce the credit reputation further to build up the authority of the town government; Complete the strategies of policy enforcement by enhancing the policy communication, stressing the interests combination and steadily pushing the work forward; Improve the system of information feedback, monitoring and evaluation of the policy enforcement.
