The Problems, Causes And Countermeasures Of Public Legal Services In Xinghua City

With the legal construction proceeding,the Chinese people's legal awareness has been greatly enhanced.Whether in the central or local area,the construction of public legal service system is very important.Public legal services include legal popularization,legal aid,mediation of disputes and other legal services such as notarization,expert testimony.The construction of public legal service system has achieved initial success,mass practice is greatly reduced,and social harmony is thus improved.At the same time,we must also note that China's national conditions are rather special,the population base is huge and the economic and social development between different regions is not balanced.The urban-rural dual problem is more typical.As problems continue to accumulate,China' s legal system has also been affected.Therefore,if we want to build a public legal service system,attention should be paid to building grass-roots level.The author works at the grassroots judicial department at the county level and it's easy understand the urgency of the construction of grassroots public legal services.In order to provide some reference for the other districts and counties,this paper takes Xinghua City as a specific research object,analyzes the problems that arise in the process of public legal service construction in Xinghua,and the causes of such problems,and finally proposes feasible measures.In order to ensure the scientific and rationality of the research,the author used the form of issuing coupons,field investigations and interviews to conduct a more in-depth understanding of the development status of Xinghua in this field.The research results show that Xinghua has insufficient socialization,unbalanced legal resources,and many inherent institutional problems.Based on this foundation,the author explores the causes of problems through qualitative analysis and numerical analysis.First,the government does not recognize the importance of public legal services;second,the lack of grassroots talent;third,less financial investment and insufficient funds.At the end of the paper,the author puts forward relevant suggestions based on the government's point of view:First,the government should profoundly recognize the importance of public legal service system;second,absorb legal talents through policy inclination and build an excellent talent team;third,increase Financial investment,guarantee special funds,and to build a diversified legal service system in Xinghua.
