| With the deepening of the rule of law and the administration of law,the forms and contents of social contradictions have evolved,and the public’s legal consciousness and awareness of rights protection have been constantly awakened.The public’s willingness to participate in social governance has also gradually increased.The public demand for more efficient and professional public legal services at the grassroots level is rising.Government purchase of public legal services plays an important role in governments at all levels to promote the construction of public legal service systems.Against this background,the government of ganjingzi district has adopted a series of effective measures to promote the government’s purchase of public legal services.Although some results have been achieved,some problems still exist objectively.By studying the issue of public legal services purchased by the government,it is conducive to changing the concept of service-oriented government and to better protect the legitimate rights and interests of the grassroots people.On the basis of investigating the current situation of Ganjingzi District Government’s purchase of public legal services,this paper combs the relevant domestic and foreign literature,guided by public goods theory,new public management theory and new public service theory,analyses the existing problems and reasons of Ganjingzi District Government’s purchase of public legal services at the present stage,and puts forward personal suggestions.Views and opinions,with a view to exploring solutions to existing problems.Through questionnaires and interviews among community(village)counselors,community(village)cadres and residents in Ganjingzi District of Dalian City,the paper makes a comprehensive analysis of the current situation of the government’s purchase of public legal services in Ganjingzi District,and finds that the government’s purchase of public legal services in Ganjingzi District is effective and the community(village)culture of rule of law is strong.Effective promotion of publicity level,basic satisfaction of legal consultation needs of residents(villages)and initial scale of construction of grass-roots public legal service system.But at the same time,here are also some problems such as incomplete coverage of public legal services,unsatisfactory effectiveness of public legal services and insufficient participation of social forces.Based on the results of questionnaires and interviews,the article analyzes the reasons for the problems in the purchase of public legal services by Ganjingzi district government from three aspects: weak implementation of government,imperfect supervision and guarantee mechanism and weak awareness of talent reserve.In view of the current situation of Ganjingzi district government’s purchase of public legal services,this paper puts forward some countermeasures and suggestions,namely deepening the upgrading of public legal services,perfecting the supervision and guarantee mechanism,and integrating the social resources of legal services. |
