In the era of globalization,especially with the emergence of global governance,institutional discourse power has gradually become the focus of international political competition.Institutional discourse power is the power with which national actor could gain its consistent power.With the international system as the platform,it is based on state's own comprehensive strength by participating in the operation of international organizations,the shaping of international order,the formulation of international rules and the supply of international values.Strengthening or realizing institutional discourse power can effectively realize national interests,but institutional discourse power has long been monopolized by the first-generation states.Although the vast number of emerging countries started to play an important role in global governance,they cannot threaten the dominant power of the first-mover power.Breaking the monopoly of institutional discourse power and promoting institutional discourse power are the common aspirations of emerging powers.In the competition for institutional discourse power,political factors are the primary,because international politics is basically the power of discourse power;economic factors are fundamental since the economy is related to national welfare and wealth;and conceptual factors such as values and ideas also play a big role which could counteract international politics.Therefore,institutional discourse power is mainly reflected in the fields of global politics,global economy and global cultural governance.This study combines the knowledge of disciplines such as politics,statistics,communication,and international relations from a historical perspective,and demonstrates a historical and dynamic institutional voice through a case study of institutionalized discourse power shaping process of the United Kingdom and the United States.The United Kingdom and the United States have a common experience in shaping institutional discourse: they have shaped the institutional voice in the field of global political governance with enhanced influence in international organizations as well as the international order.Meanwhile,they have also shaped that voice in the field of global economic governance by reinforcing the ability to strengthen international trade and financial rules.In the field of global cultural governance,they have shaped it by the realization of value resonance and global cultural supply.Institutional discourse power plays an important role in global politics and economic governance.There are many academic studies about this topic,but few analyses of institutional discourse rights in the cultural field has been seen.The institutional discourse power in the field of global cultural governance mainly includes value resonance and global cultural supply.Among them,the core of value resonance is value and ideological identity.The core of global cultural supply is the interpretation,dissemination and reproduction of ideological culture and popular culture.Once the institutional discourse power at the cultural level is shaped,its influence will exist for a long time and it will be difficult to disappear.Therefore,the institutional discourse power in the cultural field is a deeper institutional discourse power.China proposed a strategy to promote institutional discourse in 2015,and the process of shaping institutional discourse power in the United States and the United States provided China with reference experience.China's shaping of institutional discourse rights should be based on problem-oriented,combined with the British and American experience and its own actual situation,to specifically shape the institutional discourse power in various fields.
