Study On Global Technology Governance

Since the beginning of the 21st century,the development of artificial intelligence technology has made significant breakthroughs.Its rich application scenarios and deep integrations with various industries are expected to become the key nodes of the next round of industrial revolution,profoundly changing the landscape of the economic production,political culture and human behavior.Behind the development of the knowledge and technology is the fierce competition between the big powers with science,technology or capital strength,as well as the high-level strategic form of structural power for major countries.The impact of the development of artificial intelligence technology on the world economy and political patterns will facilitate the change of the entire international system.While emerging technology brings opportunities,it also brings severe security and governance challenges,with the cross-border movement of capital and technology proliferation putting forward higher requirements for international emerging technology governance.The purpose of this paper is to explore the issue of power diffusion in the governance of contemporary global artificial intelligence technology,and try to establish an accurate relationship between global governance and the study of the diffusion of power in governance.Academic discussions in the field of global governance have a few discussions on the proliferation of power in the international system.Academic debates focus on global governance responsibilities,the source and forms of power,and whether governance agency is partially diffused or even completely transferred from national governments to non-sovereign state actors represented by multinational corporation,international organizations and civil society.However,the existing research or the subjective language in global technology governance is unknown,and there is still a lack of in-depth discussion on the interaction between those actors in the global governance system of artificial intelligence.However,in order to truly understand the impact of emerging technologies on international relations and to better build up the global governance mechanisms,it is necessary to thoroughly study the source of ownership of governance power and in what form it takes.In order to achieve the above objectives,this paper takes artificial intelligence technology as an example to analyze the influence of emerging technologies on the international order and the form of governance power,from the perspective of power diffusion in global governance.Firstly,this paper discusses the historical overview and development status of the artificial intelligence industry,and makes a comparative review of the development strategies and planning blueprints of major countries.Then,the three dimensions of governance,subjectivity,objectivity and mechanism are used to thoroughly review the global governance power.This paper analyzes the decentralization of power in the three levels of artificial intelligence global governance,which are agency of order,issues of governance and mechanisms of governance,summarizes the important characteristics and overall patterns of the norms and mechanisms of the current global technology governance,and explores the global data governance for its connotation,norms and challenges.Based on the above three levels of analysis,this paper argues that the power of global artificial intelligence governance is diffused to different extent in its order of agency,scope and mechanism.National governments,multinational technology companies,and knowledge-based industry organizations are the most important sources of agency in the global governance system of artificial intelligence.They all support and also restrict with each other,in assuming their own unique role in the global governance system:government legislation and international norm-setting are inseparable from the continuous input of knowledge of multinational corporations as technological innovators and service providers,and business activities in a country-wide and international scope will be subject to national government public power and legal localization,adding that sovereign states remain the primary actors in international agreements and normative system.With the development and advancement of artificial intelligence technology,certain scales of data information and application scenarios have become the key technical resources for "training" the core technology of machine learning.The issue of data ownership highlights the responsibility and power of data information protection,highlighting the existing countries.Corresponding legal gaps in the legal and international normative systems have thus become emerging policy issues in the global governance of artificial intelligence.Finally,national legislation and multilateral governance mechanisms are the most important forms of mechanism for establishing rules for the global governance of artificial intelligence.There will be a prolonged game between the forces of government and market,and between sovereign countries and supranational institutions and international norms.The innovation of this paper is to explore in depth the intersection between the impact of emerging technologies on international relations and the diffusion of power of the global technology governance,which is a cross-cutting field that is less involved in the past.The diffusion of power in global technology governance is re-reconstructed and re-constructed into the three dimensions of governance,which are subjectivity,objectivity and mechanism,before making reasonable inference and analysis of its motivation,influence and in what form it takes.This paper also discusses the overall development status of the artificial intelligence industry and the main national development strategies,summarizes the current important characteristics and overall paradigms of global technological governance norms and international mechanisms,and initially explores the connotations,norms and challenges of emerging global technology and data governance.Compared with the existing research,there is a certain degree of innovation and case analysis breakthrough.
