Research On Improving The Mobilization Ability Of Rural Grassroots Party Organizations

The Party exercises overall leadership over all areas of endeavor in every part of the country.Especially when we are at the stage of winning the battle against poverty and securing a decisive victory in building a moderately prosperous society in all respects,the step-by-step implementation of pursuing a rural vitalization strategy renders it more and more important to strengthen rural primary-level Party organization building as a Party organization whose missions and tasks are particularly hard.In 2018,the CPC central committee issued "China's communist party branch work regulations(try out)",marking the increasingly important role which the rural primary-level Party organization is playing in the current situation.The mobilization ability is essential to enable the rural primary-level Party branch to play a key part.This kind of ability can not only stimulate the internal impetus of rural poverty population to get out of poverty and become rich and the endogenous power of rural vitalization,but also improve villagers' participation of village affairs management and public services.This paper puts its emphasis on improving mobilization ability of the rural primary-level Party organization by means of in-depth discussions from macro and micro,subjective and objective analysis angles so as to explore the way of strengthening rural primary-level Party organization building and pursuing rural vitalization through improving mobilization ability of the rural primary-level Party organization.Therefore the Chinese communist party can expect to consolidate its ruling status and mass basis in the countryside,and solve the problem of development rural areas are currently facing.This article defines the two core concepts-rural primary-level Party organization and mobilization ability-in detail,combs the research status in China nowadays,locates the issue in question and discusses its significance,points out problems in rural primary-level Party organization building in our country and meanwhile gives an in-depth analysis of these problems.This paper also offers a core proposal saying that the way of rural mobilization should be transformed from mandatory administrative mobilization into guided social mobilization,and accordingly puts forward the corresponding countermeasures.The innovation of this article is that the mobilization ability is regarded as the key juncture in rural primary-level Party organization building,upon which the completion of various tasks of rural primary-level Party organization building and rural vitalization is based.The mobilization ability of rural primary-level Party organization is not only the core competence of rural primary-level Party organization's ability,but the important measure to implement the rural vitalization strategy.At the same time,the continuous upgrading of the mobilization ability building of the rural primary-level Party organization means a great deal to socialism with Chinese characteristics and building a moderately prosperous society in all respects on aspects of both theoretical value and practical significance.
