Study On The "Four Full-Coverage" And Rural Grassroot Party Organization Construction In Suning County

Rural grassroot party organization is the basis of CPC's entire work and fighting capacity in rural areas,exerting core leadership role in rural economic and social development.For over three decades since the opening up and reform,China's rural areas had lots of new phenomena and problems when experiencing unprecedented favorable changes,which let the exertion of rural grassroot party organization's leadership role face new challenges.How to consolidate the party's ruling status in rural areas and how to sufficiently exert its core leadership role is the major problem must be faced and urgently needing to be resolved by rural grassroot party organization under new historical conditions.To cope with the new challenges brought by the new development changes of rural areas under the new historical conditions,it requires that rural grassroot party organization must advance with the times to conduct innovation on its leadership mode in reform and innovation spirit,and enhance the construction on rural grassroot party organization.In the process of innovation on rural social governance structure,Suning County(in Cangzhou City,Hebei Province)gradually constructed the “four-coverage”(grassroot party organization full coverage,grassroot democratic organization full coverage,rural economic cooperation organization full coverage and rural stability maintaining organization full coverage)work mode in rural social management after audacious innovation and continuous exploration starting from the existing practical problems in rural areas.It obtained preferable effect and aroused enormous social response.The innovation on grassroot party organization construction is also its inseparable important component in such mode.Therefore,conscientiously streamlining the implied grassroot party organization construction innovation in such mode,further clarifying its universal meaning,finding its existing problems and people's doubts in its practice boosting,analyzing its cause,proposing further improvement and strengthening countermeasures and suggestions to let such mode be more perfect is the objective and the basic thought of research in this paper.Seen from contents,this paper consists of three parts.Starting from the definition on the concept of rural grassroot party organization,the first part firstly elaborated its position and role in rural economic and social development.Secondly,the conclusion and summarization on Marxist classical authors' thought on grassroot party organization construction and Chinese communists' cognition on its importance provided theoretical guidance for this research.The second part firstly made brief introduction on the formation background,main contents and operation mechanism of “four-coverage” mode in Suning County,and then focused on analyzing the main contents,effect and significance of grassroot party organization construction implied in the mode.The third part is the key and also the difficult point of this paper,which kept a foothold on the problems found in practical survey and the doubts generated in its promotion process to analyze its cause and propose improvement and perfection suggestions.
