Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has opened the prelude to govern the party fully and strictly,and promoting the new great project of party building,and has written a great deal in the history of the party.After the 19 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China considered the whole process and made a firm decision to govern the party fully and strictly,and put forward a new line of ideas for governing the party to a new stage.In this context,the strengthening of the party's organizational incentives is ready.Therefore,studying the Communist Party of China from the perspective of organizational theory,and studying how to manage the party strictly from the perspective of organizational incentives,both of these have become the conscious responsibility of the organization and management scholars.The three conceptual frameworks cover four kinds of models of organizational effectiveness,six kinds of mechanisms of coordinating and controlling for organizations,and four kinds of strategies of organizational incentive,which is systematic analysis systems of organizational theory.Based on three conceptual frameworks,organizational incentive is used to connect the three as a main line,so as to achieve a reasonable transformation between the deconstruction of real problems and the construction of scientific systems,providing an effective analytical tool for the study of the full and strict governance over the party.From the perspective of organizational incentive,within the three conceptual framework systems,the study of the full and strict governance over the party.Grasping the target system is the firstly good move: through the organizational effectiveness models,as a mission-oriented party,governing the party full and strict is the only way to take on the mission for the Communist Party of China in the new era.Advancing the full and strict governance over the party has clear organizational goals and specific pursuit of efficiency.It provides the fundamental basis and goal for organizational incentives.Therefore,to promote the full and strict governance over the party,we must choose a more consistent organizational performance model for the Communist Party of China.Recognizing the reality is an important support: through the coordinated and controlled mechanisms,in the process of the full and strict governance over the party,we have made remarkable achievements in managing the party by the implementation of coordinating and controlling mechanisms.However,because of its limitations at the incentive level,and even having negative meanings,it has emerged an unavoidable reality.It is that the coordinated and control mechanisms is not a sufficient condition for organizational incentives.It cannot replace organizational incentives,but to create the necessary situation for organizational incentives,it is an essential prerequisite for the party to play its role.Therefore,to promote the full and strict governance over the party,we must improve the coordinated and controlled mechanisms which are more suitable for it.Insisting on problem orientation is the key point: through organizational incentive strategies,strengthening organizational incentives through organizational incentive strategies,especially positive incentives,it is an inevitable requirement for the new era to promote the full and strict governance over the party.As the core element of organizational incentives,the incentive strategy plays a pivotal role and provides a feasible path for implementation of organizational incentives.Therefore,to promote the full and strict governance over the party,we must focus on the basic contents,diversified forms,individualized mechanisms,and persistent systems,and innovate the incentive strategies which are more consistent to match the Chinese Communists.In summary,through the three conceptual frameworks as a whole to form a systematic organizational incentive system,it is possible to solve the practical problems of single control and weak incentives,tap the vitality of positive incentives,promote the full and strict governance over the party towards a new stage in the right direction,and making the Chinese Communist Party as a prominent Marxist ruling party.
